Pursuant to section 6R (4A and 4B) of the Conservation Act 1987, I, Christopher Joseph Carter, Minister of Conservation, hereby appoint

David (Dave) Charles William Digby

to be a member of the Taranaki/Whanganui Conservation Board for a term commencing on the date of this notice and ending on 31 August 2007.

Education Act 1989

Notice of Direction for Appointment of a Limited Statutory Manager for the Board of Trustees of Tokoroa East School (2036)

Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for the Tokoroa East School Board of Trustees because of risks to the operation of the school and the educational performance of its students.

The following functions, powers and duties of the board are to be vested in a limited statutory manager:

  • All functions, powers and duties of the board as an employer (whether statutory or otherwise).

A limited statutory manager must also advise the board on the following:

  • Communication within the school and between the school and its community; and
  • consolidating all new and improved systems into board management practice.

This notice takes effect the day after the date of publication.

The Manukau Institute of Technology Notice 2006

Pursuant to section 170 of the Education Act 1989, the Minister of Education gives the following notice.

Notice

  1. This notice may be cited as the Manukau Institute of Technology Notice 2006.

This notice shall come into force on the date of its publication in the New Zealand Gazette.

  1. The constitution of the Manukau Institute of Technology Council shall be amended in a manner that complies with section 171 of the Education Act 1989 and whereby the composition of the council shall be as set out below:

(a) Four members appointed by the Minister of Education.

(b) The Chief Executive of the Manukau Institute of Technology.

(c) One member who shall be a permanent member of the academic staff of the Manukau Institute of Technology and who shall be elected by the permanent members of that staff.

(d) One member who shall be a permanent member of the general staff of the Manukau Institute of Technology and who shall be elected by the permanent members of that staff.

(e) One member who is or has been a student of Manukau Institute of Technology and who shall be elected by the students at the Manukau Institute of Technology.

(f) One member appointed after consultation with the Chief Executive of the Employers and Manufacturers Association (Northern) Incorporated.

(g) One member appointed after consultation with the Secretary of the New Zealand Council of Trade Unions.

(h) One member appointed after consultation with the Mayor of Manukau City.

(i) One member appointed after consultation with the Vice-Chancellor of The University of Auckland.

(j) One member appointed after consultation with the Chairperson of the Counties Manukau Secondary Schools’ Principals’ Association.

(k) One member appointed after consultation with the tangata whenua.

(l) One member appointed to the role of Te Amorangi of the Manukau Institute of Technology.

  1. The council may co-opt three further members.

  2. The maximum number of occasions on which a person may be appointed, elected or co-opted as a member of the council shall be three consecutive four-year terms, except for members who were initially appointed for two years, who may be appointed for a maximum of three consecutive four-year terms in addition to their initial term of two years.

  3. Any term that a member has held office since 1 January 1991 shall be counted towards the maximum number of years that is permitted under clause 4 of this notice.

  4. The Manukau Institute of Technology Notice 2001, appearing in the New Zealand Gazette, 15 February 2001, No. 17, page 332, is hereby revoked.

Amendment to the Constitution of the Universal College of Learning 2006

Pursuant to section 170 of the Education Act 1989, the Minister of Education gives the following notice.

Notice

  1. This notice may be cited as the Amendment to the Universal College of Learning Constitution Notice 2006, and will come into force on the date of its publication in the New Zealand Gazette.

  2. The constitution of the Universal College of Learning (UCOL) Council shall be composed as follows:

(a) Four members appointed by the Minister of Education.

(b) The Chief Executive of the UCOL.

(c) One permanent member of the academic staff of the UCOL elected by the permanent members of that staff.
