Special Transfer Allowance Programme 2000 (as established and approved on 13 November 2000)║║:

Omit from the Schedule the expressions "188", "145", "105", "231", "178" and "151" and substitute respectively the expressions "186", "152", "113", "236", "188", "161".

Student Allowance Transfer Grant Programme (as established and approved on 23 July 2002)***:

Clause 4 (1)

Omit from the definition of dependent spouse the words "limit set out in Table 1" and substitute the words "amount set out in clause 1 (1)".

Explanatory Note

This note is not part of the instrument, but is intended to indicate its general effect.

This instrument, which comes into effect on 1 April 2006, amends a number of Ministerial directions and welfare programmes under the Social Security Act 1964.

Schedule 1 adjusts certain rates, standard costs and limits to take into account a 3.16% increase in the Consumers Price Index.

Schedule 2 lists amendments:

  • to the Assistance to Live Organ Donors Programme and the Social Rehabilitation Assistance Programme identifying the introduction of temporary additional support;

  • to the Home Help Programme to align the hourly rate with a 7.89% increase in the adult minimum wage;

  • to the Special Transfer Allowance Programme 2000 to adjust average regional rents to reflect movements in rentals;

  • to update various cross-references to legislation.

Energy Efficiency and Conservation Act 2000

Proposal to Make Regulations for Minimum Energy Performance Standards

Pursuant to section 36 of the Energy Efficiency and Conservation Act 2000, the Minister of Energy gives the following notice.

The Minister of Energy proposes to recommend to Cabinet that Schedule 1 of the Energy Efficiency (Energy Using Products) Regulations 2002 be amended to increase the stringency of minimum energy performance standards (MEPS) for some energy-using products.

A period of public consultation on the proposed Regulations is also notified and details are given below.

The proposed amendments are:

  • to increase the stringency of minimum energy performance standards for single phase non-ducted air conditioners less than 7.5kW within the scope of AS/NZS 3823.2 on 6 June 2006; and
  • to increase the stringency of minimum energy performance standards for three phase electric motors with output ratings from 0.73kW to 185kW, within the scope of AS/NZS 1359.5 on 6 June 2006.

The proposed Regulations will increase the stringency of the minimum energy performance standards of these products to ensure alignment of standards with Australia, in accordance with the Trans-Tasman Mutual Recognition Arrangement, and to ensure the cost effective improvement of energy efficiency performance of these product classes.
