This amendment Rule amends Land Transport (Driver Licensing) Rule 1999 (Rule 91001), which sets out the requirements for obtaining and renewing driver licences and endorsements. The purpose of this amendment Rule is to give effect to many of the recommendations of the 2001 independent Review of the Cost and Management of Driver Licensing Regime. Changes include:

● removal of the “automatic only” condition, to allow older drivers who take their test in an automatic vehicle to drive either an automatic or a manual vehicle (unless the “automatic only” condition was imposed for medical reasons);

● clarifying that an overseas driver licence is valid for use in New Zealand for multiple periods of up to 12 continuous months;

● revised maximum vehicle weight limits by licence class that allow heavier vehicles to be driven on Class 1, 2 and 4 licences;

● a range of provisions tightening up the requirements for overseas drivers to convert to a New Zealand licence; and

● an extension of the time in which older drivers can renew their licence from 60 days to six months before the licence expires.

All the provisions of Land Transport (Driver Licensing) Amendment Rule 2006 come into force on 1 June 2006 except the form of the restricted licence driving test, which takes effect on 1 July 2006.

Conservation Act 1987

Declaring Land to be Held for Conservation Purposes, and Declaration That the Area Become a Reserve and Vested in the Westland District Council

Under the Conservation Act 1987, the Conservator for the West Coast Conservancy of the Department of Conservation declares that the land described in the Schedule is held for conservation purposes and the Conservator further declares that the conservation area be set apart as a reserve, subject to the Reserves Act 1977, and classified as a local purpose (public utility) reserve, subject to the provisions of the latter Act, and the Conservator further declares that the reserve is vested in the Westland District Council under the Reserves Act 1977.

Notice of Approval for Land to be Sold, Otherwise Disposed Of or Modified, Pursuant to Section 5 of the Harbour Boards Dry Land Endowment Revesting Act 1991

Under the Harbour Boards Dry Land Endowment Revesting Act 1991, I, Chris Carter, Minister of Conservation, hereby approve the sale of the following parcel of land currently vested in the Grey District Council, being part of the land described in Part C of the Schedule to the Harbour Boards Dry Land Endowment Revesting Act 1991, under the description “Greymouth Harbour Lands” and being more particularly described in the following Schedule.

Schedule

Residential land proposed for sale by the Grey District Council, pursuant to the Reserves and Other Lands Disposal Act 1982 and the Harbour Boards Dry Land Endowment Revesting Act 1991.

In terms of section 5 (2) (c) of the Harbour Boards Dry Land Endowment Revesting Act 1991, the approval shall take effect on the date of this notice.
