Civil Aviation Rule Part 71 Designation and Classification of Airspace
Pursuant to Civil Aviation Rule Part 71.9 (d), the following amendment was designated with effect from 23 March 2006—
● NZV 010 (Raoul Island volcanic hazard zone).
Note: This airspace was established as temporary airspace from 17 March 2006.
Pursuant to Civil Aviation Rule Part 71.9 (d), the following amendment was designated with effect from 6 June 2006—
● NZD 729 (Bluff danger area).
Prescribed pursuant to Civil Aviation Rule Part 71 of the Civil Aviation Rules, under a delegated authority issued by the Director of Civil Aviation.
Copies of these amendments are available for viewing at http://www.caa.govt.nz (New Zealand Air Navigation Register) and at Aviation House, 10 Hutt Road, Lower Hutt, or on application to the Aeronautical Service Unit, CAA, P.O. Box 31-441, Lower Hutt 6315.

● clarify how generators make additional offers, and ancillary service agents make additional reserve offers, during a grid emergency; and
● correct minor typographical errors.

The amendments are made in reliance on section 172F (3) of the Act.

Pursuant to section 172Z (4) of the Act, the reasons for my decision to amend the Rules are that the rule changes:
● remove requirements from the Rules that participants are unable to practicably comply with;
● prevent unintended breaches of the Rules;
● remove requirements that are redundant due to other existing Rules;
● remove discrepancies from the Rules; and
● correct minor typographical errors.

These Rules come into force on 1 May 2006.

Copies of the Rules may be inspected free of charge or purchased from the Electricity Commission, Level Seven, ASB Bank Tower, 2 Hunter Street, Wellington.

**Amendments to Transit New Zealand Bylaw 2005/7***
Maximum Speeds of Vehicles on State Highways
Notice of Making of Electricity Governance Amendment Rules (No. 35) 2006 and Notice of Reasons for Decision
Pursuant to section 61 (3) of the Transit New Zealand Act 1989 and clause 2.6 of the Land Transport Rule: Setting of Speed Limits 2003 (Rule 54001), Transit New Zealand hereby amends the following bylaw.

Pursuant to section 172I of the Electricity Act 1992 (“Act”), I notify the amendment of the Electricity Governance Rules 2003 (“Rules”) under section 172H of the Act.

The empowering provision for the electricity governance regulations in relation to which the amendments to the Rules are made is section 172D (1) (1) of the Act.

A brief description of the nature of the amendments is that they:
● remove from the Rules the requirement for generators to submit offers for maximum partly loaded spinning reserve and maximum tail water depressed reserve via COMIT;
● allow offers that are made prior to the must-run dispatch auction to be made at zero price;
● remove the “good till cancelled” option on offer and bid forms, as it is made redundant by other existing Rules;
Amendments

These amendments shall come into force 28 days after publication in the New Zealand Gazette.

The Transit New Zealand (Maximum Speeds of Vehicles on State Highways) Bylaw 2005/7* is hereby amended by:
(a) Replacing text in line 355 in Schedule 3 to read:
“To (RP): 352/2.04
Distance from nearest Road/Feature:
70m west of Swinboune Street to 140m west of Gloag Street.”
(b) Replacing text in line 356 in Schedule 3 to read:
“From (RP): 352/2.04
Distance from nearest Road/Feature:
140m west of Gloag Street to 150m east of Lupton Street.”
