4. Allowances
Clause 5 of the programme is amended:
(a) by revoking paragraph (b) of subclause 5.1.1 and substituting the following paragraph:
“(b) is enrolled (or is enrolled subject to the payment of tuition fees) in an employment-related training course—
(i) for which the course provider receives funding under section 159ZC of the Education Act 1989; or
(ii) for which the course provider receives other government funding that the chief executive considers is analogous to funding under section 159ZC of the Education Act 1989; or
(iii) which is of a kind that the chief executive considers is analogous to a course that is funded under section 159ZC of the Education Act 1989”;
(b) by revoking paragraph (a) of subclause 5.2.2.
5. Savings
Where a person has been granted an allowance in respect of a particular course of study under the programme before 1 January 2007, his or her entitlement to receive payments of that allowance must, until the close of 31 December 2009, be determined as if the amendment made by clause 4 (a) had not been made.
Explanatory Note
This note is not part of the amendment, but is intended to indicate its general effect.
This amendment to the Training Incentive Allowance Programme, which comes into effect on 1 January 2007, limits the kinds of courses for which payments of training incentive allowances can be made to those that meet quality and relevance standards set by the Tertiary Education Commission.
Recipients of allowances for existing courses can continue to receive payments until 31 December 2009 or the earlier end of their courses.

Notice of Approval Given Pursuant to Section 160 (3) of the Crown Entities Act 2004
Pursuant to section 160 (3) of the Crown Entities Act 2004, I, John Whitehead, Secretary to the Treasury, hereby give notice that on 1 December 2006, we, Karen Sewell, Secretary for Education, and John Whitehead, Secretary to the Treasury, gave approval, under section 160 (1) (b) of the Crown Entities Act 2004, in relation to section 161 of that Act, for each of the following school boards of trustees to acquire 2 x $1,000 equity securities issued by Canterbury Education Services:
- Avondale School Board of Trustees
- Belfast School Board of Trustees
- Burwood School Board of Trustees
- Freeville School Board of Trustees
- Opawa School Board of Trustees
- South Hornby School Board of Trustees

Notice of Disclaimer Under Section 325 of the Companies Act 1993
In the matter of the Land Transfer Act 1952, and in the matter of section 325 of the Companies Act 1993, and in the matter of Port Berries Processors Limited:
Take notice that I, Iain Robert Rennie, Acting Secretary to the Treasury, pursuant to section 325 of the Companies Act 1993, hereby disclaim for and on behalf of Her Majesty the Queen, the reversionary interest in the cross-lease property interest contained and registered against Computer Freehold Register NA75B/59 along with water easements B454674.2 and B353345.1 (registered against NA564/103 and NA723/130 respectively), all which are currently held in the name of Port Berries Processors Limited, a company removed from the Companies Register on 22 November 1999, but from which the equitable ownership is held by Currie Developments Limited, also removed from the Companies Register on 10 February 1994.

Notice of Intention to Consider Varying a Scheduled International Air Service Licence
Pursuant to section 87J (3) of the Civil Aviation Act 1990, sections 41 (1) and 42 of the State Sector Act 1988, and a delegation from the Secretary for Transport dated 22 September 2004, I give notice that having received an application from Air New Zealand Limited, the Minister of Transport intends to consider varying the scheduled international air service licence held by that airline in order that it may, as the marketing carrier in a code-share arrangement with a Chinese carrier:
- provide services over the route points in New Zealand, optionally via intermediate points, to points in China and optionally to points beyond China; and
- offer such level of capacity as filed with and acknowledged by the Secretary for Transport.
Any person or organisation wishing to make representations relating to this application must forward those representations in writing to reach me at the Ministry of Transport, P.O. Box 3175, Wellington, on or before 28 December 2006.
