Recommendation

  1. On 5 November 2006, the Commission made a recommendation that Technical Code C of Schedule C3 of Part C of the Rules be amended, by amending Rules 1–3, deleting Rule 5, and amending Appendices A1 and A2.

Recommended Amendments to the Rules

  1. The recommended amendments to the Rules change the obligations of participants to provide operational communication facilities to:

(a) place obligations on the parties best able to meet those obligations; and

(b) provide an appropriate balance between the system operator’s requirements for the availability of operational communications and the practical and economic limitations of communication assets.

Notice of Making of a Recommendation and Assessment Concerning the Electricity Governance Rules 2003 – Rule Amendment Proposal No. 98, 2006

  1. This notice of a recommendation and assessment concerning the Electricity Governance Rules 2003 (“Rules”), Rule Amendment Proposal No. 98, 2006, is issued by the Electricity Commission (“Commission”), established under the Electricity Act 1992 (“Act”), pursuant to section 172E (2) (c) of that Act.

  2. Section 172E (2) (c) of the Act provides that, no later than 10 working days after making a recommendation concerning the Rules to the Minister of Energy, the Commission must publicise the recommendation and the assessment completed under section 172F of the Act.

Recommendation

  1. On 5 October 2006, the Commission made a recommendation that Technical Code C of Schedule C3 of Part C be amended by amending Rule 4 and Appendices B and C.

Recommended Amendments to the Rules

  1. The recommended amendments to Technical Code C of Schedule C3 of Part C of the Rules:

(a) require participants to provide a revised set of indications and measurements to the system operator to allow the system operator to meet its principal performance obligations; and

(b) avoid incremental investment for existing assets where there would be no appreciable enhancement in quality levels as a result of that investment.
