  1. The auditing agency is required to provide written details
    of its internal appeals process to all clients.
    This notice, which expires on 22 July 2008, revokes in its
    entirety the notice that designated Health and Disability
    Auditing New Zealand Limited
    pursuant to section 32
    of the Health and Disability Services (Safety) Act 2001,
    published in the New Zealand Gazette, 4 August 2005,
    No. 117, page 2829.

Designation of Auditing Agency

Pursuant to section 32 of the Health and Disability Services
(Safety) Act 2001 ("the Act"), the Director-General
of Health designates Enhancing Quality Services
("the auditing agency") to audit the provision or likely
future provision of the following kinds of health care
services:

Hospital Care (as defined in section 4 (1) of the Act)
excluding:
Children’s health services
Surgical services
Medical services
Maternity services
Geriatric services
Rest Home Care (as defined in section 6 (2) of the Act)
Residential Disability Care (as defined in section 4 (1) of
the Act)

This designation is subject to the following conditions:

  1. The auditing agency must ensure that where it audits the
    provision of health care services for people with physical
    or sensory disabilities, intellectual disabilities, psychiatric
    disabilities or mental illnesses, the auditing agency
    observes the following:
  • For audits involving services for people with physical
    or sensory disabilities, a person with a pronounced
    physical or sensory disability must fully participate in
    all aspects of the audit.

  • For audits involving services for people with
    intellectual disabilities, a person with an intellectual
    disability (accompanied by a support person where
    necessary), or a close family or whānau member of a
    person with an intellectual disability, must participate
    in all aspects of the audit.

  • For people with psychiatric disabilities or mental
    illnesses, a past or present consumer of mental health
    services must fully participate in all aspects of the
    audit.

  1. The auditing agency is required to conduct annual health
    and disability focused audits, together with a compliance
    audit against the requirements of the Health and
    Disability Services (Safety) Act 2001.\n

  2. The auditing agency is required to conduct annual health
    and disability services sector focused management
    reviews.

  3. The auditing agency is required to provide written details
    of its internal appeals process to all clients.

This notice, which expires on 1 September 2008, revokes in
its entirety the notice that designated Enhancing Quality
Services pursuant to section 32 of the Health and Disability
Services (Safety) Act 2001, published in the New Zealand
Gazette
, 8 September 2005, No. 154, page 3805.
