disciplinary tribunal ordered that Hoong Hua Yong
is not to undertake audit assignments for five years.

(d) Pursuant to Rule 21.33 of the Rules of the Institute of
Chartered Accountants of New Zealand, the disciplinary
tribunal ordered that Hoong Hua Yong pay to the
institute the sum of $3,500.00 (inclusive of G.S.T.)
in respect of the costs and expenses of the hearing
before the disciplinary tribunal and the investigation by
the professional conduct committee.

In accordance with Rule 21.35 of the Rules of the
Institute of Chartered Accountants of New Zealand,
the disciplinary tribunal directed that the decision be
published in the Chartered Accountants Journal, the
New Zealand Gazette and the New Zealand Herald with
mention of the member’s names and locality including his
Chinese and English names.

Right of Appeal

Pursuant to Rule 21.41 of the Rules of the Institute of
Chartered Accountants of New Zealand which were in force
at the time of the original notice of complaint, the member
may, not later than 14 days after the notification of this
tribunal to the member of the exercise of its powers, appeal
in writing to the appeals council of the institute against the
decision.

No decision, other than the direction as to publicity, shall
take effect while the member remains entitled to appeal or
while any such appeal by the member awaits determination
by the appeals council.

Te Whanau o Tupuranga Establishment

Pursuant to sections 146 and 156 of the Education Act 1989,
I hereby give the following notice:

Notice

  1. This notice may be cited as Te Whanau o Tupuranga
    establishment.

  2. The notice shall come into force on the day after its
    publication in the New Zealand Gazette.

  3. I hereby establish in Auckland a composite school called
    Te Whanau o Tupuranga, catering for Years 7–13, and
    designate the school as a Designated Character School.

Aims, purposes and objectives of Te Whanau o Tupuranga

  1. The following aims, purposes and objectives constitute
    the character of Te Whanau o Tupuranga:

(i) To provide a learning environment where Māori
tikanga, language and knowledge are the norm.

(ii) To enable children to live as Māori at school, to
develop the skills and knowledge to actively
participate as citizens of the world, to enjoy good
health and a high standard of living.

(iii) To provide a holistic Māori learning environment
based on the philosophy and practice of
whanaungatanga.

(iv) To honour the Treaty of Waitangi.

(v) To provide Māori whanau in Otara with a
marae-based Māori bilingual option for children
beyond Year 6.

(vi) To comply with the National Education Guidelines.

(vii) To give students participation in decision-making in
curriculum content and planning.

(viii) To develop classroom practice where Māori
knowledge is normal, valid and legitimate, and
guides classroom interactions and learning.
