The Commission now extends the due date for written
submissions to 2 July 2004 by 12.00 midday with the
conference now being held between 22 July 2004 and
23 July 2004 and 26 July 2004 and 28 July 2004.
Submissions or comments on the inquiry may be sent to
Gas Pipelines Inquiry, Commerce Commission, P.O. Box

Submission requirements are:

● 25 hard copies should be supplied. Submitters need
only staple in the top left corner, as spiral or spine
bound copies will be unbound for ease of producing
additional copies if required;

● in addition to hard copies, electronic copies of
submissions should ideally be sent in .pdf format,
although Word is equally acceptable. Written or
non PC-generated submissions will be scanned by
Commission staff and automatically converted to .pdf;

● all submissions will be published on the Commission’s
web site (the Commission recognises that there
will be instances where information may genuinely
be confidential. The Commission requires parties
where at all possible to provide a “public version” of
confidential material, which at least conveys the
thrust of the material (or argument) without disclosing
sensitive information. This public version should be
given to the Commission when an application for
confidentiality of that information is sought); and

● submissions must show the organisation’s name and
address, date and be duly signed. In the case of
personal submissions, a contact address and telephone
number is required, and the submission is to be
signed with the submitter’s name printed beneath
the signature. Personal submissions will have their
contact address and telephone number removed for
the purpose of publishing on the Commission’s web
site, as only their name will be disclosed.

Electricity Commission

To provide for the operation of large intermittent
generation power stations in the wholesale market,
the following amendments to the Electricity Governance
Rules 2003 are made:

(a) Amending the definition of “generator” in Part A of
the rules;

(b) inserting new terms “intermittent generator”,
“intermittent generating station” and “wind
generating station” in Part A;

(c) amending rule 3.1 of section II of part G;

(d) amending rule 3.6 of section II of part G;

(e) amending rule 3.8 of section II of part G;

(f) amending rule 3.9 of section II of part G;

(g) amending rule 3.12 of section II of part G;

(h) amending rule 3.14 of section II of part G;

(i) amending rule 3.15 of section II of part G;

(j) amending rule 3.17.1 of section II of part G;

(k) amending rule 3.18 of section II of part G;

(l) amending rule 3.19 of section II of part G;

(m) amending rule 4.4 of section III of part G;

(n) renumbering existing rules 4.4.5 to 4.4.10 of section
III of part G as 4.4.6 to 4.4.11 of section III of part G;

(o) amending rule 4.11 of section III of part G;

(p) amending rule 8.2.1 of section III of part G;

(q) amending rule 3.2.1 of section V of part G;

(r) deleting rule 3.2.2 of section V of part G;

(s) renumbering existing rules 3.2.3 to 3.2.5 of section
V of part G as 3.2.2 to 3.2.4 of section V of part G;

(t) amending rule 3.3 of section V of part G;

(u) amending rule 1.3.4 of schedule G6 of part G;

(v) inserting a new Form 2 in schedule G1 of part G;

(w) renumbering existing Forms 2 to 6 as Forms 3 to 7;
and

(x) updating all relevant cross references appropriately.

  1. These rules come into force on 1 July 2004.

  2. Copies of the rules may be inspected free of charge
    or purchased from the Electricity Governance Board
    (also known as the Electricity Commission), Level Seven,
    ASB Tower, 2 Hunter Street, Wellington, or from the offices
    of the Ministry of Economic Development, 33 Bowen Street,
    Wellington.

Electricity Act 1992

Notice of Making of Electricity Governance Amendment Rules (No. 3) 2004

  1. Pursuant to section 172I of the Electricity Act 1992, I
    notify the amendment of the Electricity Governance Rules
    2003 (“the rules”) under section 172H of the Electricity Act

  2. The empowering provisions for the electricity
    governance regulations, in relation to which the rules are
    made, are sections 172D (2) (a) and (b) of the Electricity
    Act 1992.

  3. A brief description of the nature of the amendments is
    as follows:

Electricity Governance Regulations 2003

Exemption Amendment Notice – Application #4 – Todd Energy Limited and King Country Energy Limited

Pursuant to Regulation 194 (5) (d) of the Electricity
Governance Regulations 2003, this Exemption Notice is
issued by the Electricity Commission, formally constituted
as the Electricity Governance Board (“the Commission”), in
favour of Todd Energy Limited (“Todd Energy”) and King
Country Energy Limited (“KC Energy”).
