Explanatory Note
This note is not part of the amendment, but is intended to indicate its general effect.
This amendment to the Special Needs Grants Programme takes effect on 1 December 2003.
Clause 5 provides for re-establishment grants for young persons aged 16 or 17 who leave care under the Children, Young Persons, and Their Families Act 1989 to live independently under the Transition from Care to Independence Initiative operated by the Department of Child, Youth and Family Services. Clause 3 inserts new definitions in clause 3.1 of the programme for the purpose.
Clause 4 inserts a new restriction in clause 9 of the programme. This provides that the assistance available under clause 17 of the programme is the only assistance available to certain persons, unless the chief executive considers a grant under another provision of the programme should be made because the person is in extreme hardship or because of an emergency situation.
Clause 17 provides for recoverable assistance for:
- the spouses of married people who are striking workers or subject to a stand down;
- sole parents and unmarried people who are subject to a stand down.
It also provides for non-recoverable assistance for persons becoming sick during a non-entitlement period.

Notice of Intention to Consider Granting a Scheduled International Air Service Licence
Pursuant to section 87E (1) of the Civil Aviation Act 1990, section 41 (1) of the State Sector Act 1988 and a delegation from the Secretary for Transport dated 29 March 2000, I give notice that, having received an application from Freedom Air Limited, the Minister of Transport intends to consider granting a scheduled international air service licence to that airline to provide for return services between points in New Zealand and Nadi.
Any person or organisation wishing to make representations on this application must forward those representations in writing to reach John Bradbury, Deputy Secretary Air Services at the Ministry of Transport, P.O. Box 3175, Wellington, on or before 9 February 2004.

Electricity Industry Reform Act 1998
Notice of Exemption—Asquith Group
The Commerce Commission, pursuant to section 81 of the Electricity Industry Reform Act 1998 (“EIR Act”), exempts the following entities (cross-involved entities) from the application of section 17 of the EIR Act in respect of their current “cross-involvement” (as the term is defined in the EIR Act):
- Asquith Holdings Limited;
- Durran Holdings Limited;
- Durran II Holdings Limited;
- Riam Holdings Limited;
- Riam II Limited.
The exemption applies from 1 January 2004 until:
- a permanent exemption takes effect, if the Commission approves the permanent exemption application under Part B of Asquith Group exemption application; or
- three months after the date of the release of the Commission’s determination, if the Commission declines the permanent exemption.
The Commission may vary or revoke this exemption at any time in accordance with section 81 (5) of the EIR Act.
The exemption takes effect from the date of publication of this notice in the New Zealand Gazette.

Land Declared Limited Access Road—State Highway No. 12, Maungaturoto–Whangarei District
Pursuant to section 114 of the Public Works Act 1981, and to a delegation from the Minister for Land Information, Stephen Robert Gilbert, Land Information New Zealand, declares the land described in the Schedule to this notice to be road which, pursuant to section 88 (2) of the Transit New Zealand Act 1989, becomes road, limited access road and State highway and shall vest in the Crown on the date of publication of this notice in the New Zealand Gazette.
