Notice of Direction for Appointment of a Limited
Statutory Manager for the Board of Trustees of
Port Ahuriri School (2648)

Pursuant to section 78M of the Education Act 1989, I direct
the Secretary for Education to appoint a limited statutory
manager for the Port Ahuriri School Board of Trustees
because of risks to the operation of the school and the
welfare of the students.

The following functions, powers and duties of the board are
to be vested in the limited statutory manager:

Ɣ Employment powers of the board;
Ɣ financial management; and
Ɣ board organisation and management.

The limited statutory manager must also advise the board on
the following:

Ɣ Developing and implementing policies and procedures
that maintain a safe emotional and physical environment
for students; and
Ɣ consolidating all new and improved systems into board
management practice.

This notice takes effect the day after the date of publication.

the notice of direction to appoint a limited statutory manager
for the Homai National School for the Blind and Vision
Impaired Board of Trustees because of risks to the
operation of the school.

The following functions, powers and duties of the board are
to be vested in the limited statutory manager:

Ɣ All functions, powers and duties of the board as an
employer (whether statutory or otherwise).

The limited statutory manager must also advise the board on
the following:

Ɣ The transition and implementation of the “Homai” –
“The Future Organisation” project;
Ɣ support and training for the board of trustees; and
Ɣ board roles and responsibilities, and consolidating all
new and improved systems into board management
practice.

Ɣ Ensure the implementation of the September 2004
Education Review Office report recommendations; and
Ɣ employment powers of the board.

The limited statutory manager must also advise the board on
the following:

Ɣ Planning and reporting requirements;
Ɣ curriculum management; and
Ɣ consolidating all new and improved systems into board
management practice.

Notice Amending the National Education Goals and
National Administration Guidelines

Pursuant to section 60A of the Education Act 1989
(incorporating all amendments), the Minister of Education
makes the following amendments to the National Education
Goals and the National Administration Guidelines notified
in the New Zealand Gazette, 29 April 1993, page 1086
(as amended in the New Zealand Gazette, 27 June 1996,
page 1634, New Zealand Gazette, 25 November 1999, page
4229 and New Zealand Gazette, 18 December 2003,
page 4764).

1. The National Education Goals are amended by deleting
   existing clause 5 and substituting the following clause:
   (5) A broad education through a balanced curriculum
   covering essential learning areas. Priority should
   be given to the development of high levels of
   competence (knowledge and skills) in literacy and
   numeracy, science and technology and physical
   activity.

2. The National Administration Guidelines are amended by
   adding the following clause to NAG (1):
   (i) (c) giving priority to regular quality physical
   activity that develops movement skills for all
   students, especially in Years 1–6.

This notice will take effect from 1 January 2006.

Rodney District, Board of Trustees Election Notice

Acting with authority delegated by the Minister of
Education, under section 101 (7) of the Education Act 1989,
I approve Friday, 15 April 2005, as the closing date for
voting in the first elections of parent representatives and
a staff representative for the Whangaparaoa College Board
of Trustees.

I also approve Wednesday, 4 May 2005, as the date for the
first meeting of the board of trustees.
