Electricity (Levy of Industry Participants) Regulations 2004

Notice of Reconciled Annual Levy Rates for the Financial Year Ending 30 June 2004

This notice of the reconciled annual levy rates for the financial year ending 30 June 2004, pursuant to Regulation 11 (1) (b) of the Electricity (Levy of Industry Participants) Regulations 2004 (“Regulations”), is issued by the Electricity Commission (“Commission”).

The Regulations came into force on 17 June 2004.

The Regulations impose levies on generators, purchasers and line owners for the costs of performing the Commission’s functions, duties and powers under the Electricity Act 1992 from 15 September 2003.

Regulation 14 provides that each person who is a generator, purchaser or line owner as at 30 June 2004, is liable to pay a levy for the year ending 30 June 2004 to the Minister of Energy.

Regulation 7 specifies the Commission must calculate the annual levy rates.

Regulation 7 is modified by Regulation 14 (which provides, amongst other things, that the period for the calculation of the levy for the year ending 30 June 2004 begins on 15 September 2003 and ends on 30 June 2004).

Regulations 11 and 12 set out how the levy is to be reconciled after the end of a financial year.

Reconciled Annual Levy Rates for the Financial Year Ending 30 June 2004

The Commission has calculated the reconciled annual levy rates for the financial year ending 30 June 2004 in accordance with Regulations 11 and 14.

The annual levy rates for that period are as follows:

Notice of Proposed Land Transport Rule: Heavy-vehicle Load Security

In accordance with section 161 (2) of the Land Transport Act 1998, the Land Transport Safety Authority (LTSA), on behalf of the Minister of Transport, gives notice of his intention to make a rule concerning heavy-vehicle load security, and advises that draft Land Transport Rule: Heavy-vehicle Load Security (Rule 42001) is now available for public comment.

This draft legislation proposes load security requirements for heavy vehicles as a measure that will contribute to the safe operation of heavy vehicles transporting loads on New Zealand’s roads.

A copy of the draft rule may be obtained by calling the LTSA Help Desk on freephone 0800 699 000 or by visiting the LTSA web site at www.ltsa.govt.nz/consultation/hv-load-security/

The draft rule is also available for viewing at the LTSA’s seven regional offices.

A copy of the draft rule has been made available to groups and individuals who have expressed an interest in the rule.

Traffic Regulations 1976

Automotive CNG Fuel Cylinder Approval

Pursuant to Regulation 90B of the Traffic Regulations 1976, and pursuant to the powers delegated to me by the Director of Land Transport Safety, I, John Andrew Justice, Principal Vehicle Engineer, Safer Vehicles Policy, hereby approve the CNG fuel cylinders in the Schedule hereto for inclusion in any CNG automotive fuel system installed and operated in accordance with the requirements of Australian/New Zealand Standard AS/NZS 2739:2003, subject to the conditions of approval set out in this notice.
