The particular objectives that government agencies and publicly funded tertiary education need to focus on to advance these specific strategies are outlined in the STEP.

Revised Code of Practice for the Pastoral Care of International Students
Pursuant to section 238F (5) of the Education Act 1989, and to clause 26.3 of the Code of Practice for the Pastoral Care of International Students dated January 2002, I notify the making of a revised Code of Practice for the Pastoral Care of International Students dated August 2003.
The revised code replaces the Code of Practice for the Pastoral Care of International Students dated January 2002 and copies of the revised code are available free from the Ministry of Education’s web site:
www.minedu.govt.nz/goto/international
The notice entitled “Code of Practice for the Pastoral Care of International Students” and published in the New Zealand Gazette, 13 December 2001, No. 170, page 4172, is revoked.

Notice of Appointment of a Limited Statutory Manager for the Combined Board of Te Waha o Rerekohu Area School (213) and Whakaangiangi School (2734)
Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for the combined board of trustees of Te Waha o Rerekohu Area School and Whakaangiangi School because of risks to the operation of Whakaangiangi School and the educational performance of its students.
The following functions, powers and duties of the combined board, with respect to Whakaangiangi School, are vested in the limited statutory manager:
- Implementation of the Education Review Office action plan;
- personnel management;
- ensuring the new requirements for planning and reporting are developed and implemented;
- development of a school-wide system of self review with effective analysis and improvement systems; and
- development of effective curriculum management systems.
The limited statutory manager must also advise the combined board on the following:
- Ensuring that equal emphasis is given to the governance issues of both schools and that a mechanism is developed to ensure that the combined board has equal representation of trustees from each school.
The following condition applies to the exercise of the powers of the combined board and the limited statutory manager:
- The powers of the limited statutory manager shall be exercised in consultation with the combined board.
This notice takes effect the day after the date of publication of this notice.

Supplementary Integration Agreement
Pursuant to section 10 of the Private Schools Conditional Integration Act 1975, notice is given that a supplementary integration agreement has been signed between the Minister of Education on behalf of Her Majesty the Queen, acting through the Senior Manager, National Operations, Ministry of Education, pursuant to delegated authority, and the proprietor of the following school:
Cornerstone Christian School, Palmerston North.
The said supplementary integration agreement was executed on 30 July 2003.
A copy of the supplementary integration agreement is available for inspection without charge by any member of the public at the local office of the Ministry of Education, 116 Victoria Avenue, Wanganui.
