Judge of the High Court of Auckland

Robert Alexander Osborne, a barrister and solicitor of
Christchurch

to be members of the Council of Legal Education for a term
of three years commencing on 26 July 2003.

Education Act 1989

Hospital Schools Boards of Trustees Notice 2003

Acting with authority delegated by the Minister of
Education under section 95 of the Education Act 1989,
I hereby give the following notice.

Notice

  1. This notice shall be cited as the Hospital Schools Board
    of Trustees Notice 2003. This notice shall take effect the day
    after publication in the New Zealand Gazette.

  2. The Hospital Schools listed in the Schedule to this notice
    shall have boards of trustees constituted as follows:

  • The principal of the school;
  • one staff member elected by and from the staff of the
    school;
  • up to five members appointed by the Minister of
    Education as the Minister considers appropriate; and
  • up to four members co-opted by the board.

    Schools Board of Trustees Notice 1999, published in the
    New Zealand Gazette, 23 September 1999, No. 133, page

Notice of Appointment of a Limited Statutory
Manager at Te Kura Kaupapa Māori o Nga
Uri a Maui (1672)

Pursuant to section 78M of the Education Act 1989, I direct
the Secretary for Education to appoint a limited statutory
manager for Te Kura Kaupapa Māori o Nga Uri a Maui
because of risks to the management of the kura, governance
capability and quality of education provided for students.

The following functions, powers and duties of the board are
vested in the limited statutory manager:

  • Development and implementation of a strategic plan and
    programme of self review;
  • personnel management, including development and
    implementation of an effective performance
    management system;
  • management of charter review and development; and
  • management of curriculum development.

The limited statutory manager must also advise the board on
the following:

  • Addressing the outstanding actions highlighted in the
    Education Review Office report of February 2003;
  • effective whanau governance structures;
  • the development of the special character under Te Aho
    Matua; and
  • consolidation of all new or changed systems into board
    management practice.

The following conditions apply to the exercising of the
powers of the board and the limited statutory manager:

  • The powers of the limited statutory manager shall be
    exercised in consultation with Te Runanga Nui o nga
    Kura Kaupapa Māori, whanau kaitiaki and management
    of the kura; and
  • the parents and whanau of the wider community must be
    kept informed of progress.

This notice takes effect the day after the date of publication
of this notice.

Regulations 1998

Cancellation of Licence for an Early Childhood Centre

Pursuant to Regulation 12 (1) (d) (iii) of the Education
(Early Childhood Centres) Regulations 1998, and acting
under authority delegated by the Secretary for Education,
I hereby cancel the licence dated 6 November 2000, which
was granted under those Regulations to Kym Karaitiana,
on behalf of the whanau, in respect of Te Kohanga Reo
O Waitahanui (40133), situated at Main Highway,
Waitahanui, Taupo.

This notice shall take effect the day after the date of its
notification in the New Zealand Gazette.

Cancellation of Licence for an Early Childhood Centre

Pursuant to Regulation 12 (1) (d) (i) of the Education
(Early Childhood Centres) Regulations 1998, and acting
under authority delegated by the Secretary for Education,
I hereby cancel the licence dated 12 July 2001, which was
granted under those Regulations to Gaal Ralston in respect
of Village Kidz Care and Education Centre (40222),
situated at 45A Taui Street, Ngongotaha, Rotorua.

This notice shall take effect the day after the date of its
notification in the New Zealand Gazette.
