is the sum of any rates budgeted for the year ending on
the second assessment date;

is the sum of any actual or budgeted rates, as appropriate,
for the year ending 31 March that includes the first
reference date;

(b) notional revenue from the publication date to the first assessment date:
the notional revenue of the lines business at any time during the period
from the publication date to the first assessment date (calculated in
accordance with the left-hand side of the following expression) is not to
exceed the notional revenue of the lines business at the publication date
(calculated in accordance with the right-hand side of the following
expression):
