a temporary Judge of the High Court for a term of 12 months
commencing on 10 April 2003.

Education Act 1989

Notice of Appointment of a Limited Statutory Manager at Whitiora School (2091)

Pursuant to section 78M of the Education Act 1989, I direct
the Secretary for Education to appoint a limited statutory
manager to Whitiora School because of risks to the safety of
staff and students; the resultant risks to student learning and
the lack of effective communication between the principal
and staff.

The following functions, powers and duties of the board are
vested in the limited statutory manager:

  • Management of personnel issues, including performance
    management of the principal and staff.

The limited statutory manager must also advise the board on
the following matters:

  • Effective communication systems within the school and
    between the school and its community; and
  • behaviour management policies and procedures.

This notice takes effect the day after the date of publication
of this notice.

Notice of Appointment of a Limited Statutory Manager at Catholic Cathedral College (531)

Pursuant to section 78M of the Education Act 1989, I direct
the Secretary for Education to appoint a limited statutory
manager to Catholic Cathedral College because of risks to
the operation of the school and the educational performance
of the students.

The following functions, powers and duties of the board are
vested in the limited statutory manager:

  • Personnel management, including performance
    management and appraisal of staff; and
  • the monitoring of management structures, including
    delegations and inter-staff relations.

The limited statutory manager must also advise the board on
the following matters:

  • Any matters arising from the above issues;
  • all matters pertinent to their resolution; and
  • board/community relations.

The following conditions apply to the exercising of the
powers of the board and the limited statutory manager:

  • The powers of the limited statutory manager shall be
    exercised in consultation with the board.

This notice takes effect the day after the date of publication
of this notice.
