to be a network operator for the purposes of the
Telecommunications Act.

Electrical Workers Registration Board
Electricity Act 1992
Notice of Disciplinary Action Taken by the Electrical Workers Registration Board
The Registrar of the Electrical Workers Registration Board
(“the board”), having been directed by the board, in
accordance with section 139 of the Electricity Act 1992,
gives notice of the following registered electrical worker
having been disciplined by the board under Part XI of the
Electricity Act 1992, and the effect of the decision or order
of the board:
Prem Chand Singh, of Auckland, has been found guilty
of a disciplinary offence. He has been censured
pursuant to section 127 (2) (h) of the Electricity Act
1992. Prem Chand Singh was ordered to pay costs
of five hundred dollars ($500.00) pursuant to section
128 of the Electricity Act 1992. The costs were to be
paid by 4 October 2002.

Energy Efficiency and Conservation Act 2000
Energy Efficiency (Amendments to Incorporated Material) Notice 2003
Pursuant to the Energy Efficiency and Conservation Act
2000, the Minister of Energy gives the following notice.
Notice
- Under section 37 (4) of the Energy Efficiency and
Conservation Act 2000, I give notice that the following
amendment to the following standard, which is listed in
Schedule 1 and Schedule 2 of the Energy Efficiency (Energy
Using Products) Regulations 2002, is part of the Regulations:
2003 Revision to AS/NZS 3823.2:2001 Performance of
electrical appliances – Air conditioners and heat pumps –
Energy labelling and minimum energy performance
standard (MEPS) requirements.
- This amendment takes effect as part of the Regulations
on the 7th day after the date of publication of this notice in
the New Zealand Gazette.

Explanatory Note
The Energy Efficiency (Energy Using Products) Regulations
2002 incorporate by reference certain standards. The
standard incorporated by reference that relates to air
conditioners and heat pumps has been amended. This notice
specifies the date upon which the amendment to the
standard takes effect as part of the Regulations.

Fisheries (South Island Customary Fishing) Regulations 1999
Fisheries (South Island Customary Fishing) Notice (No. 51) 2003 (No. F270)
Pursuant to Regulation 10 of the Fisheries (South Island
Customary Fishing) Regulations 1999, and acting under
delegated authority, the Associate Minister of Fisheries
hereby gives the following notice.
Notice
- Title and commencement—(1) This notice may be
cited as the Fisheries (South Island Customary Fishing)
Notice (No. 51) 2003.
(2) This notice shall come into effect the day after the date
of its notification in the New Zealand Gazette.
- Interpretation—In this notice:
(a) “customary food gathering” has the same meaning
as defined in the Fisheries (South Island Customary
Fishing) Regulations 1999.
(b) “Tāngata Tiaki/Kaitiaki” means the person or
persons appointed under Regulation 9 of the
Fisheries (South Island Customary Fishing)
Regulations 1998 as Tāngata Tiaki/Kaitiaki for the
area/rohe moana described in clause 2 (c).
(c) “the area/rohe moana” means the area from
Waihemo to Purehurehure, extending seaward to the
limit of the South Island fisheries waters as defined
under Regulation 2 of the Fisheries (South Island
Customary Fishing) Regulations 1998, being the
200-mile limit, and inland to the boundaries defined
for Kāti Huirapa Rūnaka Ki Puketeraki under the
First Schedule of Te Rūnanga o Ngāi Tahu Act
1996.
- Cancellation of Tāngata Tiaki/Kaitiaki—Kāti Huirapa
Rūnaka Ki Puketeraki, being the Tāngata Whenua who
nominated Hori Graham as Tāngata Tiaki/Kaitiaki for the
area/rohe moana, has requested in writing the cancellation of
the appointment of Hori Graham as Tāngata Tiaki/Kaitiaki
for the area/rohe moana.
