(2) The definition in clause 2.1 of the programme of job
seeker is amended by adding the words "; and includes a
student registered with Student Job Search".

  1. Objects—Clause 3.1 of the programme is amended
    by inserting, immediately after the words "financial
    independence", the words ", and includes assisting students
    to take up temporary employment or part-time work".

  2. Revocation—The Work Start Grant Amendment (No 2)
    2001 is revoked.


Explanatory Note

This note is not part of the amendment, but is intended to
indicate its general effect.

This amendment to the Work Start Grant Programme, which
takes effect on 1 October 2003, revokes and reverses the
effect of the Work Start Grant Amendment (No 2) 2001,
which precluded full-time students from eligibility for work
start grants. This is consequential upon the abolishment of
other measures for work start assistance for full-time
students. The amendment also provides that students
(including full-time students) will be eligible for work start
grants to enter temporary employment or part-time work.

Notice of Variation of a Scheduled International Air Service Licence

Pursuant to the Civil Aviation Act 1990, the State Sector
Act 1988, and a delegation from the Secretary for Transport
dated 29 March 2000, I, John Gibson Bradbury, Deputy
Secretary Air Services in the Ministry of Transport, hereby
give notice that I have exercised the power conferred by
section 87Q of the Civil Aviation Act 1990 to vary the terms
of the scheduled international air service licence issued
to Thai Airways International to authorise the airline to
operate, using any type of aircraft, 12 return services per
week between Thailand and New Zealand.

This variation will take effect on 28 March 2004.
