The draft report covers the Commission’s proposed alteration under both section 64 and the additional Schedule 3 investigation.
The closing date for submissions on the draft report is Thursday, 16 October 2003.
Pursuant to clause 3 of Part 1 of Schedule 3 of the Act, the Commission will be holding a public hearing on the draft report between 28 and 31 October 2003.

Land Transport Act 1998

Notification of Ordinary Rule

Pursuant to section 161 (3) of the Land Transport Act 1998, notification is hereby given of the making of

Land Transport Rule: Vehicle Exhaust Emissions 2003
(Rule 33001).

This rule will come into force on 1 January 2004 and will have effect from:

  • 1 January 2004, for light vehicles (gross vehicle mass of 3500kg or less) that are new-model or used or low volume vehicles and that operate on petrol or diesel;
  • 1 January 2006, for heavy vehicles (gross vehicle mass exceeding 3500kg) that are existing-model vehicles and that operate on diesel; and
  • 1 January 2005, for all other light and heavy motor vehicles that operate on petrol or diesel.\n
    This Ordinary Rule is available for inspection free of charge at the Head Office of the Land Transport Safety Authority of New Zealand, 7-27 Waterloo Quay, Wellington, and for purchase from October 2003 at bookshops that sell legislation or direct from Wickliffe Limited, P.O. Box 932, Dunedin.

The Traffic (New Plymouth District) Notice 2003

Pursuant to section 52 of the Transport Act 1962 and Regulation 21 (2) of the Traffic Regulations 1976, and pursuant to an authority sub-delegated to me by the Land Transport Safety Authority of New Zealand dated 9 June 1997, I, Peter Graeme Croft, Manager, Safer Roads, give the following notice.

Notice

  1. This notice may be cited as the Traffic (New Plymouth District) Notice 2003.

  2. Those localities and roads within markings identified in the legend of and appearing on the plans numbered:

    LT0332/1, entitled “Speed Restrictions New Plymouth City (incl. Bell Block)”; and
    LT0332/2, entitled “Speed Restrictions – Details New Plymouth City (incl. Bell Block)”; and
    LT0332/6, entitled “Speed Restrictions Waitara”;

    and held by the Head Office of the Land Transport Safety Authority are declared to be:

    (a) Closely populated localities at all times, pursuant to section 52 (1) of the Transport Act 1962; or

    (b) 70 kilometres an hour speed limit areas, pursuant to Regulation 21 (2) of the Traffic Regulations 1976

    as may be ascertained from the legends. The plans and legends are hereby incorporated into this notice.

  3. Only those parts of the Traffic (New Plymouth District) Notice 2000*, which are shown on the following three plans, are revoked:

    LT0032/1 of 8, entitled “Speed Restrictions New Plymouth City (incl. Bell Block)”; and
    LT0032/2 of 8, entitled “Speed Restrictions – Details New Plymouth City (incl. Bell Block)”; and
    LT0032/6 of 8, entitled “Speed Restrictions Waitara”.
