AUDITORS OPINION IN RELATION TO ODV VALUATION

ALPINE ENERGY LIMITED

I have examined the valuation report of Alpine Energy Limited prepared by KPMG and dated 31 May 2001, which contains valuations of system fixed assets as at 31 March 2001.

In my opinion, having made all reasonable enquiry, to the best of my knowledge, the ODV valuations contained in the report, including the total valuation of system fixed assets of $566,956,424 have been made in accordance with the ODV Handbook.
