Explanatory Note:
This note is not part of the amendment, but is intended to explain their general effect.

This Amendment makes changes to the Childcare Assistance Welfare Programme under section 124 (1) (d) of the Social Security Act 1964. Most of the changes come into effect on 1 April 2001.

Clause 3 adds attendance at a Tertiary Institution or Secondary School to the definition of “activity” for the purposes of eligibility for the Childcare Subsidy.

Clause 4 adds attendance at an NZQA accredited employment related training course or a tertiary institution or secondary school to the definition of “activity” for the purposes of eligibility for the OSCAR Subsidy.

Clause 5 amends the rates of Childcare Subsidy and OSCAR Subsidy to take into account a CPI increase of 3.98%.

Clause 6 makes amendments to the programme consequential on the passage of the Social Security Amendment Act 2001. These come into effect on 1 July 2001.

Notice of Indemnity Given Under the Public Finance Act 1989

Pursuant to section 59 (2) of the Public Finance Act 1989, the Minister of Finance makes the following notice:

On 22 March 2001, I, the Honourable Dr Michael Cullen, Minister of Finance, did grant to New Zealand Seafood Industry Council Limited and Commercial Fisheries Services Limited an indemnity, pursuant to section 59 (1) of the Public Finance Act 1989, in respect of all losses, damages, costs, expenses and liabilities against those companies which may arise from decisions made in good faith and in accordance with the Registry Services Agreement between the Crown (acting through the Chief Executive of the Ministry of Fisheries) and New Zealand Seafood Industry Council Limited and Commercial Fisheries Services Limited, as set out in that agreement.

Pursuant to section 72I (3) (a) of the Civil Aviation Act 1990, and to a delegation from the Director of Civil Aviation, I, Geoffrey Neil Connor, Safety Analyst–Continuing Airworthiness, hereby issue the following airworthiness directives in respect of aircraft or aeronautical products:
