Te Kura Kaupapa Māori O Te Ara Hou
Under sections 146 and 155 of the Education Act 1989, the Minister of Education, hereby gives the following notice.
Notice
- This notice may be cited as Te Kura Kaupapa Māori o Te Ara Hou.
- This notice shall come into force on 1 January 2002.
- I hereby establish in the Napier/Hastings area a composite school called Te Kura Kaupapa Māori o Te Ara Hou, and designate the school as a Kura Kaupapa Māori.
- The school will operate in accordance with Te Aho Matua.
- The special characteristics of Te Kura Kaupapa Māori o Te Ara Hou are:

Ko te tino hiahia o te Whānau o Te Ara Hou, ko te poipoi i te tamaiti; kia rangona tōna ihi, tōna wehi, tōna tapu; kia tipu tona mana me tōna rangatiratanga; kia tū pakari, tū rangatira ia hei raukura mō tōna iwi.
To nurture the child so that his/her uniqueness, power and prestige be felt and heard so that his/her power and chiefliness grow in bounds and that he/she stands tall and strong showing leadership qualities as a role model for his/her people.

Ko te reo me nga tikanga hei tāhūhū, ko te iwi hei poutokomanawa.
The language traditions, values and beliefs be our ridgepole and the people our centre pillar.

Ka ako nga tamariki i te reo me nga tikanga e pā hāngai ana ki tō rātou Kahungunutanga, tae noa ki o rātou taura here, ki o rātou ake iwi hoki.
That the child learn the language and traditions pertaining to their tipuna of Kahungunu first, their ties to other hapu and tribes and all that pertains to their own tribes.

E whakapono ana matou ki te whakamana i nga taonga tuku iho o nga mātua tūpuna. He mātāpuna matua tēnei.
To raise the mana and status of all things Māori including the language, the customs and the traditions. This has primacy.

Ko te kura te whānuitanga o te kainga. Ko tā te mahi o te kura, kia mahi tahi me te whānau kia whakahāngai ki te horopaki o te ao o ngā tamariki.
The school is an extension of the home. It is the task of the school to work closely with the whanau in matters that are real and meaningful to the child’s world.

Ko tā te whānau mahi ko te awhi, ko te ako, kia tipu ora mai te katoa o te tamaiti.
It is our task to embrace, to teach so as to develop the whole child.

Ko tā te whānau mahi ko te whakarite hōtaka kounga, hōtaka autaia kia piki ngā tamariki ki ngā taumata tiketike.
It is our task to provide exceptional programmes so that children excel.

Me mahi ngātahi te whānau me ngā kaiako kia tipu ora mai ngā tamariki.
The teachers and the whanau must work together to develop the child holistically.

E whakapono ana te whānau ki ngā mātāpono o Te Aho Matua.
The whanau adheres to the philosophies and practices of Te Aho Matua.
- Constitution of the Board of trustees. The Board of Trustees of Te Kura Kaupapa Māori o Te Ara Hou shall comprise:
(a) Five people appointed by the Minister.
(b) The principal, or principal designate.
(c) Not more than 4 people co-opted by the board.

Notice for Appointment of a Limited Statutory Manager at Aorere College (96)
Pursuant to section 78M of the Education Act 1989, I hereby direct the Secretary for Education to appoint a limited statutory manager to Aorere College to address staffing and financial issues.
The limited statutory manager shall have vested in him/her the following powers, functions and duties of the Board:
(a) The power of section 65 of the Education Act 1989 to appoint, suspend or dismiss staff;
(b) the function and duty of section 87 to publish the annual report for 2001, including the boards annual financial statements;
(c) the power to borrow in terms of section 67, 67A and section 67B, the power to invest in terms of section 73; and
(d) the general power to authorise and approve the expenditure of board funds and future expenditure.
The limited statutory manager must advise the board on:
(e) any matters arising from the above powers, functions and duties; and
(f) all matters pertinent to their resolution.
The following conditions apply to the exercising of the powers of the board and the limited statutory manager:
(g) The powers of the limited statutory manager to appoint, suspend and dismiss staff shall be exercised in consultation with the board; and
(h) the limited statutory manager shall work with the executive officer and the principal in taking the necessary decisions to place the finances at the college on a sound footing.
This notice takes effect the day after the date of publication of this notice.

Notice for Appointment of a Limited Statutory Manager at Clinton School (3723)
Pursuant to section 78M of the Education Act 1989, I hereby direct the Secretary for Education to appoint a limited statutory manager to Clinton School because of risks to the operation of the school.
The limited statutory manager shall have vested in him/her powers:
(a) to develop and implement with the principal a programme of professional development for the principal; and
(b) to undertake performance management of the principal.
The limited statutory manager must advise the board on:
(c) the development of an ongoing performance management system of all staff in the school;
(d) any matters arising from the above issues; and
(e) all matters pertinent to their resolution.
The following conditions apply to the exercising of the powers of the board and the limited statutory manager:
