  1. Each provision of Schedule 1 of the Programme listed in the first column of the Schedule is amended by omitting every expression set out opposite to it in the second column and substituting in each case the expression set out opposite to it in the third column.

Explanatory Note:
This note is not part of the Welfare Programme but is intended to indicate its general effect.

This amendment increases certain rates of the childcare subsidy under the Childcare Assistance Welfare Programme to take into account a CPI increase of 0.37%.

The increases come into effect on 1 April 1999.

Approval in Relation to Rural Assistance Under Special Needs Grant Programme

Under clauses 18.2 and 18.6 of the Special Needs Grant Programme (as established and approved on 18 December 1998 under section 124 (1) (d) of the Social Security Act 1964), I give my approval for Part 6 of the programme to apply as follows:

Rural Assistance—Farmers in North Otago

  1. Farmers in North Otago (as defined in clause 4.3 of Schedule 1 of the programme) whose land based industries (as defined in clause 18.5 of the programme) are drought affected are eligible to be considered for financial assistance under Part 6 of the programme.

  2. In relation to such farmers, Part 6 begins to apply on the day after the date of this approval and ceases to apply on 31 July 2000, unless extended by the Minister.

Note: Section 5 (2) of the Social Security Act 1964 requires that a direction made under section 5 (1) by the Minister to the Chief Executive of the Department of Work and Income must be published in the New Zealand Gazette as soon as practicable after it is given.

Due to an error, the Direction in relation to the Special Benefit Amendment (made on 22 March 1999) has not been previously published.

Note that the Schedule to the Direction has since been amended on 27 March 2000 (published in the New Zealand Gazette, 30 March 2000, pages 724-5).

Direction in Relation to Special Benefit

To: The Chief Executive, Department of Work and Income.

Pursuant to section 5 of the Social Security Act 1964, I, ROGER SOWRY, Minister of Social Services, Work and Income, direct that on and after 1 April 1999, the Schedule set out in the Schedule of this direction is to be read together with and deemed part of the Direction dated 10 February 1999 that I gave you in relation to grants of special benefit, in place of the Schedule set out in that Direction.

New Schedule for Ministerial Direction on Grants of Special Benefit

STANDARD COSTS

Qualification of Applicant Standard Cost $
1. For a person who is not a beneficiary, or who is in receipt of a community wage, at the applicable rate in the Ninth Schedule, and who is:
(a) Unmarried aged 18 to 24 years and without dependent children: 63.20
(b) Unmarried aged 25 years or more without dependent children: 88.08
(c) Married without dependent children: 165.26
(d) Unmarried with 1 dependent child: 128.38
(e) Unmarried with 2 or more dependent children: 145.43
(f) Married with one or more dependent children: 170.67
2. For a person in receipt of a community wage at the grand-parented rate and who is 18 to 19 years, without dependent children and living at home: 62.97
