A Payment ceases on the date the person:
(a) Would cease to be eligible to receive a Disability Allowance for some reason other than the increases in the rates of New Zealand Superannuation and Veterans’ Pension referred to in clause 5.1 (b); or
(b) Again becomes eligible to receive and is granted a Disability Allowance.
- General Provisions
For the avoidance of doubt, a person may become ineligible to receive a Payment by reason of an increase of the person’s Income (including the Income of the person’s Spouse) other than New Zealand Superannuation and Veterans’ Pension.
Explanatory Note:
This note is not part of the Programme, but is intended to explain its general effect.
This Programme provides assistance to New Zealand Superannuation and Veteran Pension recipients who lose entitlement to the Disability Allowance under section 69C of the Social Security Act, because of the increase to the rates of New Zealand Superannuation and Veterans’ Pension on and from 1 April 2000. The assistance is equivalent to the amount of Disability Allowance that the person would otherwise have received.
This Programme takes effect on and from 1 April 2000.

Direction in Relation to Special Benefit Amendment (No. 3)
To: The Chief Executive, Department of Work and Income.
Pursuant to section 5 of the Social Security Act 1964, I, Steve Maharey, Minister of Social Services and Employment, direct that on and from 1 April 2000, the amendments set out in this direction are to be read together with and deemed part of the Direction dated 10 February 1999 given to you by the Minister of Social Services, Work and Income in relation to grants of special benefit.

Amendments
- The definition of the term “Allowance costs” in clause 2.1 of the Direction is amended by omitting paragraph (c) and substituting the following paragraph:
“(c) Disability related expenses, being expenses of a kind for which a disability allowance would be payable under section 69C of the Act or a disability assistance payment would be made under section 124 (1) (d) of the Act, but not including any counselling costs in excess of the amount paid for that purpose by way of a disability allowance or a disability assistance payment; and”

Each provision of the Schedule of the Direction (as substituted on 1 April 1999) listed in the first column of the Schedule is amended by omitting every expression set out opposite to it in the second column, and substituting in each case the expression set out opposite to it in the third column.

The Schedule of the Direction is amended by omitting clause 4 and the expression set out opposite to it.

The Schedule of the Direction is amended by omitting paragraphs (a), (e) and (f) of clause 6 and the expressions set out opposite to them.
