- Other access to designated quota markets will be allocated by the new quota allocation company; and
- The allocation by the new quota allocation company will be on a competitively neutral basis among dairy exporters.
- The introduction of competitive neutrality in the regulatory environment. This will include:
- The repeal of sections 10, 22 to 26, 29 and 32 (1) (t), (u), (w), (x) and (za), (2), and (3) of the Dairy Industry Act 1952, and regulation 42 of the Dairy Industry Regulations, which have the potential to impose unnecessary restrictions on competition;
- New regulation-making powers under the Dairy Industry Act to regulate technical market access, and export certification and to carry out residue monitoring functions;
- New regulation making powers under the Dairy Industry Act to provide for the collection of data for the national dairy herd improvement database, the licensing of herd testers, and the provision of non-discriminatory access to that database.
To ensure efficient and effective corporate governance arrangements are in place for the longer term, the Government will conduct a review of the Co-operative Companies Act 1996 as a consequence of reforms in the dairy industry, with a view to facilitating competition and good governance arrangements.
No new registrations under Part III of the Co-operative Companies Act 1996 will be allowed from 1 September 2000, except that co-operative dairy companies not participating in the new co-op will be able to continue under that Part.
The Government considers that this legislative package provides the regulatory foundation for the transition to a competitive environment in the dairy industry.

Electricity Act 1992
Notice of Disciplinary Action Taken by the Electrical Workers Registration Board
The Registrar of the Electrical Workers Registration Board (“the board”), having been directed by the board, in accordance with section 139 of the Electricity Act 1992, gives notice of the following registered electrical workers having been disciplined by the board under Part XI of the Electricity Act 1992, and the effect of the decision or order of the board:
George Tangata Harris of Hastings, was fined $500 and ordered to pay costs of $450. The fine and costs to be paid by 30 July 1999.
David Clive McGrail of Hastings, had his electrician’s registration restricted for 2 years from 5 May 1999. The restriction is that he is limited to work on prescribed electrical work only in the employ of an employer who has been approved by the board. He was ordered to pay costs of $750. The costs to be paid by 4 June 1999.
Kevin James Rumsby of Lower Hutt, was censured and ordered to pay costs of $750. The costs to be paid by 7 June 1999.
Stewart Patrick Watson of Auckland, was fined $3,000 and ordered to pay costs of $750. Following dismissal of his appeal, the fine and costs to be paid by 30 July 1999.
Kenneth Richard Campbell of Tauranga was fined $500 and ordered to pay costs of $450. The fine and costs to be paid by 12 July 1999.
Wayne Leslie Christian of Hamilton, was fined $500 and ordered to pay costs of $750. The fine and costs to be paid by 21 July 1999.
