Cessation of Undertaking: Notice That the Undertaking on Alloy Wheels From Australia Will Cease to Apply
In accordance with section 15 (8) of the Dumping and Countervailing Duties Act 1988 (“the Act”), the undertaking on alloy wheels from Australia* will cease to apply to those goods on 25 August 1999 unless, at that date, the goods are subject to review under section 15 (7) of the Act.
Any interested party that intends to request the Secretary of Commerce to initiate a review before the termination date referred to above, should be aware that positive evidence justifying the need for a review must be provided to the Secretary.
If an application is received which provides positive evidence justifying the need for a review, the Secretary must undertake a review investigation and report to the Minister of Commerce within 180 days on whether the undertaking should continue to be applied. Positive evidence justifying the need for a review should provide reasons for believing that the expiration of the undertaking would see the continuation or recurrence of the subsidisation of alloy wheels from Australia and for believing that such subsidisation would be likely to cause the continuation or recurrence of material injury to the New Zealand industry producing alloy wheels. The reasons should be supported by evidence and not based on mere allegations or assertions.

Radiocommunications (Radio) Regulations (General Licence for Personal Radio Apparatus) Notice 1999
Pursuant to regulation 13 of the Radiocommunications (Radio) Regulations 1993, and acting under delegated authority from the Secretary of Commerce, I give the following notice:

- Short title and commencement—(1) This notice may be cited as the Radiocommunications (Radio) Regulations (General Licence for Personal Radio Apparatus) Notice 1999.
(2) This notice comes into force on 4 February 1999.

General licence—A licence under regulation 13 of the Radiocommunications (Radio) Regulations 1993 is granted for the installation, operation and use of radio apparatus intended for the transmission and reception of radiocommunications within New Zealand on frequencies between 476.400 MHz and 477.425 MHz.

Terms, conditions and restrictions—(1) The frequencies available for use under this licence are those specified in the First Schedule to this notice.
(2) The technical conditions applying under this licence are those specified in the Second Schedule to this notice.
(3) This licence applies only to radio apparatus which complies with technical specification RFS39 (Issue 1, May 1994) and in respect of which a declaration of conformity has been submitted to the Secretary under regulation 43 of the Radiocommunications (Radio) Regulations 1993.
(4) Frequency use is on a shared basis and the Secretary does not accept any liability under any circumstances for any loss or damage of any kind occasioned by the unavailability of frequencies or interference to reception.
(5) Should interference occur the Secretary reserves the right to require that any radio apparatus licensed herein change frequency or cease operation.
(6) This licence does not apply to radio apparatus which may be installed, operated or used in an automatic re-transmission (‘repeater’) mode.
(7) Operators of radio apparatus pursuant to this licence must, during transmissions, clearly identify themselves.
(8) Radio apparatus used in the Personal Radio Service may only be used to communicate with other radio apparatus in that service using voice (speech) only communications or tones for the purpose of selective calling.
(9) Tones must only be used for the selective calling of other Personal Radio Service apparatus.
(10) In areas where Personal Radio Service repeater stations are in use, the repeater input channel frequencies must only be used for the purpose of operating through the repeater.
(11) Connection of personal radio apparatus to the Public Switched Telephone Network (‘autopatching’) is not permitted.
- Period of validity of licence—This licence expires on 31 January 2004.
