Notice of Intention to Apply for Ministerial Approval of a Code of Practice Under the Health and Safety in Employment Act 1992—Approved Code of Practice for the Design, Operation, Maintenance and Servicing of Pressure Equipment
Pursuant to section 20 of the Health and Safety in Employment Act 1992, I, R. J. M. Hill, General Manager, Occupational Safety and Health Service of the Department of Labour, in exercise of those powers delegated to me by the Secretary of Labour, pursuant to section 41 of the State Sector Act 1988, hereby give notice of my intention to apply to the Minister for Enterprise and Commerce for his approval of a statement of preferred work practice or arrangements for health and safety in the design, operation, maintenance and servicing of pressure equipment as an “Approved Code of Practice”, under the Health and Safety in Employment Act 1992.
These preferred work practices or arrangements are designed to describe safety and health precautions that should be taken in the design, use and maintenance of pressure equipment. They support the Health and Safety in Employment (Pressure Equipment, Cranes and Passenger Ropeways) Regulations 1999. They are designed to provide designers, manufacturers, suppliers, controllers and inspection bodies with specifications and technical means to minimise the risks to the health and safety of employees and others working with or near pressure equipment.
A copy of the proposed code of practice will be available on the OSH web site at www.osh.dol.govt.nz.

Legal Services Board Instructions
The Legal Services Board gives notice that on the 28th day of September 1999 it issued the following instructions to come into force on the 15th day of November 1999.

Legal Services Board (Criminal Legal Aid Remuneration) Instructions 1999
These instructions deal with the remuneration of practitioners for all criminal legal aid applications for which an assignment is made on or after 15 November 1999. Hourly rates for both civil and criminal matters are reduced by an overall average of around 5 percent.
The instructions revoke the Legal Services Board (Criminal Legal Aid Remuneration) Instructions 1998 that were issued by the board on 11 June 1998. Matters for which a practitioner was assigned before 15 November 1999 will remain subject to the old instructions. Extensions of that aid will however be subject to the new instructions.
Summary of Changes:
Some existing guideline fees are increased.
New guideline fees are included which remunerate lawyers for:
- Attendance at a restorative justice conference ordered by the Court.
- Court of Appeal interlocutory matters.
- “High Court only” bail matters.
- Sentencing “as a separate exercise” in the High or District Court.
