(c) Any reference to area/rohe moana means the area from Piopiotahi to Tokata extending seaward to the limit of the South Island fisheries waters as defined under regulation 2 of the Fisheries (South Island Customary Fishing) Regulations 1998, being the 200 mile limit; and inland to the boundaries defined for Te Runanga o Awarua, Te Runanga o Oraka Aparima, Hokonui Runaka and Waihopai Runaka in the First Schedule of Te Runanga o Ngai Tahu Act 1996. The area/rohe moana therefore includes South Island fisheries waters about and within Rakiura and other offshore islands situated within the 200 mile limit.

  1. Cancellation of Tangata Tiaki/Kaitiaki—Te Runanga o Awarua, being the tangata whenua who nominated Gail Thompson as Tangata Tiaki/Kaitiaki for the area/rohe moana under regulation 5 of the Fisheries (South Island Customary Fishing) Regulations 1998, have requested in writing the cancellation of the appointment of Gail Thompson as Tangata Tiaki/Kaitiaki.

  2. Cancellation of Appointment—The Associate Minister for Food, Fibre, Biosecurity and Border Control hereby cancels the appointment of Gail Thompson as Tangata Tiaki/Kaitiaki for managing customary food gathering for the area/rohe moana.

  3. Nomination of Tangata Tiaki/Kaitiaki—Te Runanga o Awarua, being the tangata whenua holding manawhenua manamoana over the area/rohe moana, have nominated Irinapeti Piungatai Morgan as Tangata Tiaki/Kaitiaki for the area/rohe moana.

  4. Appointment of Tangata Tiaki/Kaitiaki—The Associate Minister for Food, Fibre, Biosecurity and Border Control hereby appoints Irinapeti Piungatai Morgan as Tangata Tiaki/Kaitiaki for managing customary food gathering for the area/rohe moana. The appointment is for a term of 5 years commencing the day this notice comes into effect.

  5. Power to authorise taking of fisheries resources for customary food gathering—The Tangata Tiaki/Kaitiaki may authorise any individual to take fisheries resources managed under the Fisheries Acts 1983 and 1996 for customary food gathering purposes from within the whole or any part of the area/rohe moana. No customary food gathering of fisheries resources may take place in the area/rohe moana without authorisation from the Tangata Tiaki/Kaitiaki.

New Zealand Food Standard 1996, Amendment No. 15

Section 11G of the Food Act 1981

Amendment No. 15 to the New Zealand Food Standard 1996 was issued by the Minister of Health on 4 October 1999.

Amendment No. 15 incorporates changes made by Amendment No. 45 to the Australian Food Standards Code (AFSC) into the New Zealand Food Standard 1996. Amendment No. 45 to the AFSC was gazetted in Australia on 2 September 1999 and published in the New Zealand Gazette by the Australia New Zealand Food Authority on 2 September 1999.

The New Zealand Food Standard 1996 and the material incorporated into it by reference, i.e., the AFSC up to and including Amendment No. 45, is available for inspection at the Ministry of Health, 133 Molesworth Street, Wellington.

Copies of the New Zealand Food Standard 1996 and its amendments are available for purchase from any Bennetts Government Bookshop. Notice to the Health Funding Authority of the Crown’s Statement of Objectives for Health and Disability Services for 2000/01

I, Wyatt Beetham Creech, hereby give the Health Funding Authority notice of the Crown’s objectives in relation to the matters described in section 8 of the Health and Disability Services Act 1993.

Crown’s Objectives

This Crown’s Statement of Objectives is based on the Government’s Medium-Term Strategy for Health and Disability Support Services.

Under the Medium-Term Strategy, the overarching health and disability policy objective is to ensure real gains in the health status of New Zealanders so all can enjoy the benefits of good health and maximise their potential to live a full life.

The 12 goals set under the Medium-Term Strategy are designed to:

  • build stability, certainty and public confidence in the country’s health and disability system so that all New Zealanders feel secure about their health services
  • implement policies that address long-standing health outcome disparities so that all New Zealanders have an equitable health status
  • significantly increase the level of early intervention, integration of primary/community and secondary services, health promotion and population health improvements generally, and the involvement of local communities in developing their own solutions to their health issues
  • improve the operation and management of the health system so as to maximise the contribution health services make to health outcomes for all New Zealanders.

Goal 1: Public certainty about access, quality, and security of services

Give the public confidence that the level, mix, quality and structures of health and disability support services, including rural services, is secure and appropriate to both present and future.

In particular:

a) further develop the service coverage schedule so that individuals and communities can improve their
