Misuse of Drugs Regulations 1977
Notice of Approval of an Alternative Method of Recording Dispensing of Methadone by Pharmacies
Pursuant to regulation 39 of the Misuse of Drugs Regulations 1977, I, Karen O. Poutasi, Director-General of Health approve an alternative method of recording dispensing of methadone by pharmacies within the requirements of regulations 37 and 38 of the said regulations.
Alternative Method
The method consists of 2 parts:
1. Methadone Patient Medication Record.
This record shall contain the name and address of the patient, the name of the prescriber, the prescriber’s authority to treat dependence (clinic, authorised by the clinic or gazetted) and provision for notes of any communications with the prescriber, incidents, etc.
2. Methadone Patient Dispensing Record.
This record shall be in the form of grid sheets with the days of the month either 1–15 or 16–31 entered in each column across the top, the name of the patients and 2 columns for relevant prescription numbers down the right hand side and a row to record the total dispensed on each day across the bottom.
Each sheet shall refer only to 1 form and strength of methadone and include a provision to enter the month and year to which the sheet relates.
The form shall also include instructions on recording the commencement of a new prescription (by circling the first supply from the new prescription), ‘takeaways’ (by entering an “X” under the date to which the takeaway refers) and uncollected doses (by entering a “–” under the date where the methadone dose was not collected).
The daily total of methadone dispensed as recorded on the bottom row of the sheet shall be entered daily into the appropriate record within the pharmacy’s controlled drug Register.
These records shall be retained continuously on the premises of the pharmacy as a permanent record of the business carried on there.

This is a notice of extension of a public ruling made under section 91DD of the Tax Administration Act 1994.

Public ruling No. 96/4A entitled “Debt forgiveness in consideration of natural love and affection” was signed on 8 December 1996 and notice of its making appeared in the New Zealand Gazette of 12 December 1996 (Issue No. 180). A copy of the ruling appeared in Inland Revenue’s Tax Information Bulletin, Vol. 8, No. 10 of December 1996.

Public ruling No. 96/4A originally applied to amounts of debts forgiven in the 1997–98 and 1998–99 income years, and applied to taxpayers with standard, early, or late balance dates for these years. The ruling now applies to amounts of debts forgiven from the commencement of the 1997–98 year to 19 May 1999 for taxpayers with standard, early, or late balance dates for this period.

Public ruling No. 99/7 entitled “Debt forgiveness in consideration of natural love and affection” will appear in Inland Revenue’s Tax Information Bulletin, Vol. 11, No. 9 of October 1999.

Permission to Conduct Within New Zealand a Lottery Promoted Outside New Zealand
Pursuant to section 69 of the Gaming and Lotteries Act 1977, I, Jack Elder, Minister of Internal Affairs, hereby permit Hewlett Packard Pty Limited, to conduct within New Zealand, subject to the conditions specified in the Schedule to this notice, a lottery promoted outside New Zealand as a sales promotion scheme, to promote the sale of the Hewlett Packard goods.

Conditions
The permission given by this notice is subject to the following conditions, namely:
(1) Hewlett Packard Pty Limited shall not conduct the sales promotion scheme in New Zealand after 31 January 2000;
(2) The results of the sales promotion scheme shall be published in the New Zealand Herald on 16 March 2000.
Winners will be notified by certified mail;
(3) New Zealand winners shall not be subject to any extra cost when they claim their prizes;
(4) The chance of a New Zealand participant winning a prize shall be equal to that of an overseas participant.
