Acting District Court Judge Appointed
Pursuant to section 10A of the District Courts Act 1947, His Excellency the Administrator of the Government has been pleased to appoint
Barry James McKenzie Kerr, retired District Court Judge,
to be an Acting District Court Judge, to exercise civil and criminal jurisdiction in New Zealand, and to exercise the criminal jurisdiction of the District Courts under Part IIA of the District Courts Act 1947, at such place or places and for such period or periods only as the Chief District Court Judge may fix, pursuant to the said section 10A of the District Courts Act 1947, for a term of 12 months on and from the 5th day of May 1998.

Health and Safety in Employment Act 1992
Notice of Intention to Apply for Ministerial Approval of a Code of Practice Under the Health and Safety in Employment Act 1992—Approved Code of Practice for Passenger Ropeways in New Zealand
Pursuant to section 20 of the Health and Safety in Employment Act 1992, I, R. J. M. Hill, General Manager, Occupational Safety and Health Service of the Department of Labour, in exercise of those powers delegated to me by the Secretary of Labour, pursuant to section 41 of the State Sector Act 1988, hereby give notice of intention to apply to the Minister of Labour for his approval of a statement of preferred work practices or arrangements for employers to consider when managing the hazards from the use of passenger ropeways, as an “Approved Code of Practice” under the Act.
These preferred work practices or arrangements are designed to provide designers, manufacturers, assembly contractors, controllers, suppliers, inspection bodies, employers and users of passenger ropeways with specifications, and technical means, to minimise the risks to the health and safety of employees and others working with or near passenger ropeways.

Social Security Act 1964
Amendment to the Special Needs Grant Welfare Programme
Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Welfare, approve the following amendments to the special needs grant welfare programme (as originally approved on 8 January 1996, and approved by me on 23 December 1996), which are to be considered part of the programme with effect on and from 27 April 1998.

Amendments
1. Special Assistance to the Rural Sector
1.1 The programme is amended by inserting, after clause 20C.5, the following clauses:
“20D Grants to farmers in the Hawke’s Bay region
20D.1 Drought affected farmers in the Hawke’s Bay region are eligible for financial assistance under this Part as if clause 20C.1 applies to them.
20D.2 In relation to such farmers, this Part comes into effect on 27 April 1998 and ceases to apply on 27 April 1999, unless extended by the Minister.
20D.3 For the purposes of assisting such farmers under this Part, clause 20C.2 does not apply.”
Explanatory Note
This note is not part of the welfare programme but is intended to indicate its general effect.
These amendments, approved by the Minister of Social Welfare under section 124 (1) (d) of the Social Security Act 1964, amend the welfare programme approved by the Minister on 8 January 1996 relating to special needs grants.
The amendments to the programme are to assist farmers affected by the drought in the Hawke’s Bay region.
The changes to the programme come into force on 27 April 1998.
