Passenger Service Vehicle Construction Regulations 1978
Approval of Specific Central Tyre Inflation System
Pursuant to regulation 6 (3) (c) of the Passenger Service Vehicle Construction Regulations 1978, pursuant to regulation 2 (4) (c) (ii) of the Goods Service Vehicle (Constructional) Regulations 1936, and pursuant to the powers delegated to me by the Director of Land Transport Safety, I, Peter Waring, Senior Policy Engineer, hereby approve the central tyre inflation systems specified in Schedule 1 for vehicles fitted with tyres, subject to the conditions specified in Schedule 2.

Model NM 143 may only be fitted to vehicles, which are equipped with air brake systems, the maximum safe operating pressure of which exceeds the required tyre pressure of the vehicles.

In case of model NM 143 the intake sensor must be adjusted to a pressure which is higher than the minimum safe operating pressure of the air brake system.

The central tyre inflation system must be fitted, operated and maintained in accordance with the manufacturer’s instructions.

This approval may be revoked at any time.

Traffic Regulations 1976
Approval of Safety Helmets for Cyclists in Terms of the Traffic Regulations 1976
Pursuant to regulation 38A (5) of the Traffic Regulations 1976 (“the regulations”) and pursuant to a delegation from the Director of Land Transport Safety, given, pursuant to section 28 of the Land Transport Act 1993, in an instrument of delegation dated the 23rd day of December 1996, I, David Hebden, Senior Education Officer, hereby approve, with effect from the date of publication of this notice, the following types of safety helmets, as described in the Schedule hereto, as safety helmets of an approved type for the purposes of the regulations.
Schedule
Any safety helmet manufactured to the Consumer Product Safety Commission Safety Standard for Bicycle Helmets (reference 16CFR part 1203) (CPSC), complying with the CPSC certification process, and marked or otherwise labelled in accordance with the standard.

Exemption From Specified Requirements of the Traffic Regulations 1976
Pursuant to regulation 90 of the Traffic Regulations 1976, I, Peter Waring, Senior Policy Engineer, hereby exempt the motor vehicles specified in Schedule 1 of this notice from the requirements of the Traffic Regulations 1976 listed in Schedule 2, subject to the conditions specified in Schedule 3. The notice of exemption of certain motor vehicles owned by Air New Zealand Limited from particular equipment requirements while used on specified roads published in the New Zealand Gazette dated 4 February 1982 is hereby revoked.

Tractors owned by any airport service provider operating at airports from which scheduled air services are provided, together with any trailer or trolley while drawn by such tractors.

This exemption applies to the specified classes of vehicles when they are being used within the airport and roads within the environs of the airport being a reasonable access to terminal buildings and facilities necessary for the effective operation of the airport functions.

Maintenance
That all tractors, trailers and trolleys herein exempted have a maintenance schedule and are checked against the schedule periodically. Records are to be kept and made available to Land Transport Safety Authority Compliance Officers on request.
- Lights and Audible Warning Devices
Tractors at all times while in operation shall display one or more revolving or flashing amber lights fitted as high as practicable behind the driver, visible in all directions, and they shall be fitted with an efficient audible warning device. No tractor, trailer or trolley shall be operated on any road during the hours of darkness unless it displays at least three lamps, the light of which is visible from 100 metres under normal atmospheric conditions. Two of these lamps shall be placed so as to display a white light to the front and shall wherever practicable give an indication of the vehicle width. The third lamp shall be placed so as to display a red light to the rear of the tractor, trailer or trolley.
