Civil Aviation Act 1990
Notice of Granting of an Open Aviation Market Licence and Variation of a Scheduled International Air Service Licence
Pursuant to sections 87U (4) and 87O (4) of the Civil Aviation Act 1990, and a delegation from the Secretary for Transport dated 28 August 1996, I give notice that, having received an application from American Airlines, Inc., of Dallas, Texas, United States of America, I have:
(a) granted that airline an open aviation market licence to carry on scheduled services and non-scheduled flights in accordance with the 18 June 1997 Air Transport Agreement Between the Government of New Zealand and the Government of the United States of America, for an indefinite term with effect from 21 September 1998; and
(b) varied the scheduled international air service licence granted to the airline to provide for that licence to expire on 20 September 1998.

Airworthiness Directive
Pursuant to section 72I (3) (a) of the Civil Aviation Act 1990, and to a delegation from the Director of Civil Aviation, I, Geoffrey Neil Connor, Safety Analyst – Continuing Airworthiness, hereby issue the following airworthiness directive:

This airworthiness directive shall come into force on 17 September 1998.
This airworthiness directive may be viewed on the CAA website (www.caa.govt.nz) or at Aviation House, 1 Market Grove, Lower Hutt.

Summary of Exemptions Granted by the Director of Civil Aviation
Pursuant to section 37 of the Civil Aviation Act 1990, notification is hereby given of exemptions, set out in the Schedule hereto, granted by the Director of Civil Aviation.

On 4 September 1998. To each holder of an air service certificate issued under regulation 136 of the Civil Aviation Regulations 1953, and each holder of an aerial work certificate issued under regulation 136A of the Civil Aviation Regulations 1953 from the requirement in Civil Aviation Rule 119.169 (a) (1) (i), only in respect of—
- the requirement in regulation 76 (2) (a) that every check required by regulation 76 (1) shall be carried out by a training and checking organisation approved under regulation 191 of the Civil Aviation Regulations 1953;
and
- In the case of the air service certificate holder being an airline, the requirement in regulation 142 that an airline shall provide an approved training and checking organisation to ensure that members of its flight crews maintain their competency.
This exemption shall apply until 31 December 1998 or until withdrawn in writing by the Director, whichever occurs first.
Notice of the grant, withdrawal or denial of exemptions with provisos are published in the Civil Aviation Rules Register Leaflet (CARRIL), issue dated 10 September 1998. The CARRIL is available on the CAA website (www.caa.govt.nz). Exemption files may also be viewed on prior request to the Registrar at the office of the Civil Aviation Authority, 1 Market Grove (P.O. Box 31-441), Lower Hutt.
