Institute of Chartered Accountants of New Zealand

Notice of Decision of Disciplinary Committee

At a hearing held on 7 May 1997, the Disciplinary Committee of Institute of Chartered Accountants of New Zealand heard 4 charges against Colin James Bright of Auckland.

Colin James Bright did not appear before the disciplinary committee and pleaded guilty to 2 of the charges. After hearing submissions on behalf of the investigation committee, the disciplinary committee found the member:

(a) Guilty of gross carelessness and/or gross neglect and/or gross incapacity in the performance of his professional duties in that he failed to maintain appropriate standards and failed to comply with the requirements of the practice review board of the institute to adopt appropriate standards.

(b) Conducted himself in such a manner as to render the expedient in the interests of the public and of the institute.

Acting under section 24 (3) (c) of the New Zealand Society of Accountants Act 1958, the disciplinary committee ordered that Colin James Bright be removed from the Register of Members of the institute and fixed the date of 6 months from the date of this order after which Colin James Bright may apply for re-registration under this Act.

Colin James Bright was also ordered to pay to the institute the sum of $4,364.40 in respect of the costs and expenses relating to the inquiry by the disciplinary committee and the investigation by the investigation committee.

The disciplinary committee ordered that its decision be published in the Chartered Accountant’s Journal of New Zealand, the New Zealand Herald and the New Zealand Gazette with mention of the member’s name and locality.

Neville Clarke Jaine, District Court Judge of Wellington as Police Complaints Authority for a term of 4 years on and from 1 July 1997.

Citizens Initiated Referenda Act 1993

Notice of Proposal to Promote an Indicative Referendum Petition

Pursuant to section 7 of the Citizens Initiated Referenda Act 1993, I give notice that I have received from Margaret Robertson a proposal to promote an indicative referendum petition.

The wording of the question proposed to be put to voters in an indicative referendum is

“Should the size of Parliament be reduced from 120 Members of Parliament to 99 Members of Parliament by reducing the number elected from party lists?”

Comment is invited on this wording.

Anyone wishing to comment must send 3 written copies to The Clerk of the House of Representatives, Parliament Buildings, Wellington, by 5 p.m. on Friday, the 1st day of August 1997.
