DUTY CONCESSIONS FOR CERTAIN CHILDREN'S CLOTHING
Explanatory Note

You will note that under the First Schedule approval has been given to duty concessions for a wide range of children's clothing. The introduction of these concessions resulted from joint submissions made to the Minister of Commerce by the Apparel and Textile Federation, the Importers Institute and the Retail and Wholesale Merchants Association. Under these “childrenswear concessions” imports of certain garments for children between the age of two and seven years will be exempted from the alternative specific tariffs. The concessions relate only to the removal of specific tariffs and eligible garments will still be subject to the relevant Part I ad valorem tariff. The concessions take effect from 17 February 1997.

The concessions specifically exclude those garments where there is a more significant level of production in New Zealand, namely, briefs, underpants, singlets, vests, socks, swimwear and skivvies.

The concessions do not apply to babies' and young infants' (up to two years of age) garments which are designed for young children of a body height not exceeding 86cm. Such garments may be eligible under the infantswear concession of Tariff Chapters 61 and 62.

If it is found, through monitoring, that the concessions are not able to be enforced at the border, they will be withdrawn as provided for under the Part II concessions policy. Essentially, such administrative withdrawal could occur if the concessions are unable to be administered without compromising the Part I tariff assistance afforded to garments other than those intended to be covered by the concessions.
