Notice of Proposed Speed Limits Rule

The Land Transport Safety Authority (LTSA), in accordance with section 161 (1) (a) of the Land Transport Act 1993, gives notice that draft Rule 54001: Land Transport Safety (Setting of Speed Limits) is available for public comment.

This draft rule proposes requirements for transferring the responsibility for the setting of speed limits from the Minister of Transport to road-controlling authorities.

A copy of draft rule 54001 may be obtained by telephoning the LTSA Help Desk on Freephone 0800 699 000. The draft rule is available for public viewing at the LTSA’s 7 regional offices. Copies have been sent to the registered interest groups who expressed an interest in the preliminary draft.

Submissions on draft rule 54001 close on 13 February 1998.

LTSA is also receiving submissions on Rule 91001: Driver Licensing, copies of which are available by telephoning the LTSA Help Desk on Freephone 0800 699 000 and on the internet on the Government online web site at http://www.govt.nz.

Traffic Regulations 1976

Exemption From Specified Requirements of the Traffic Regulations 1976

Pursuant to regulation 90 (1) of the Traffic Regulations 1976, I, John Richard Wolf, Vehicle Compliance Officer, hereby exempt the motor vehicle specified in Schedule 1 of this notice from the requirements of the Traffic Regulations 1976 listed in Schedule 2, subject to the conditions specified in Schedule 3.

Conditions

(i) All seat belts must be in sound condition and good working order and must not be modified in any way;

(ii) Approved two-point lap seat belts are fitted in all front seating positions;

(iii) All seat belts must be securely anchored to the vehicle and seat belt anchorages that are not the vehicle manufacturer’s original equipment must comply with Specification St. 120395;

(iv) This exemption may be revoked at any time; and

(v) A copy of this notice must be carried in the vehicle at all times and be readily available for inspection.

Exemption From Seat Belt Requirements of the Traffic Regulations 1976 and the Transport (Vehicle Standards) Regulations 1990

Pursuant to regulation 90 (1) of the Traffic Regulations 1976, and regulation 36 of the Transport (Vehicle Standards) Regulations 1990, I, John Richard Wolf, Vehicle Compliance Officer, hereby exempt the motor vehicle specified in Schedule 1 of this notice from the requirements of the Traffic Regulations 1976, and the Transport (Vehicle Standards) Regulations 1990, listed in Schedule 2, subject to the conditions specified in Schedule 3.

Schedule 3

Conditions

(i) All seat belts must be:

(a) of the type specified by the vehicle manufacturer as original equipment,
(b) in sound condition and good working order; and
(c) unmodified;

(ii) The sliding mechanisms for the diagonal (upper) portions of the front seat belts must be:

(a) the vehicle manufacturer’s original equipment;
(b) in sound condition and good working order;
(c) unmodified; and
(d) maintained in accordance with the vehicle manufacturers’ instructions;

(iii) Both, the lap (lower) and diagonal (upper) portions of the front seat belts must be worn by front seat occupants whenever the vehicle is in use;

(iv) This exemption may be revoked at any time; and

(v) A copy of this notice must be carried in the vehicle at all times and be readily available for inspection.\n
