The board also has determined in accordance with section 27 (3A) of the Act, that Financial Reporting Standard 7: Extraordinary Items and Fundamental Errors (issued 1994), shall apply to all local authorities, except that paragraph 5.1 shall not apply in the first year of application of FRS 7 with regard to the adoption of a new basis of valuation for the physical assets.

The Financial Reporting Standards referred to above shall apply in relation to accounting periods and interim accounting periods of local authorities commencing on or after 1 July 1998, or earlier in the case of any local authority which so elects in accordance with section 27 (7) of the Act.

Copies of all approved Financial Reporting Standards may be purchased from the offices of the Institute of Chartered Accountants of New Zealand, 40 Mercer Street (P.O. Box 11-342), Wellington and 27–33 Ohinerau Street, Remuera (P.O. Box 3334), Auckland.

Matters at Full Assessment

The authority has made a preliminary assessment, accepted the following application and will now make a full assessment of it:

Sulphur Dioxide in Longans (A351). An application from the Far North Queensland Longan Growers’ Association Inc received on 6 October 1997, to permit the post harvest treatment of longans with sulphur dioxide.

You are invited to present written submissions to the authority on matters relevant to this application, including the potential regulatory impact on consumers, industry and government, by 30 January 1998. The information paper on this matter provides further information, including advice on the authority’s policy regarding submissions.

Matters at Inquiry

The authority will conduct an inquiry into the draft standards or variations to standards prepared at full assessment of the following proposals:

Statement of Ingredients (P143). A proposal to review the requirements for the statement of ingredients on the labels of food.

Edible Oils (P162). A proposal to review standards applying to edible oils. With respect to this proposal the authority is satisfied that it raises issues of minor significance and complexity and has decided to omit to invite public submissions prior to making a full assessment.

You are invited to present written submissions to the authority on matters relevant to these proposals, including the potential regulatory impact on consumers, industry and government, by 30 January 1998 for proposal P143, and 27 February 1998 for proposal P162. The information papers on these matters provides further information, including advice on the authority’s policy regarding submissions.

Notice Relating to the Appointment and Election of Directors of the New Zealand Dairy Board

Notice is hereby given pursuant to section 3C (1) (b) and (c) of the Dairy Board Act 1961 that the persons named in the attached Schedule have been appointed or elected as directors of the New Zealand Dairy Board by the co-operative companies or group of co-operative companies referred to in clause 14 of the Rules for Appointment and Election of Directors of the New Zealand Dairy Board issued by notice in the Gazette of 3 October 1997, No. 145, page 3345, to take office on 1 December 1997 and to hold office from that date for the term specified.
