Revocating the Prohibition of the Prescribing of Medicines

Pursuant to section 48 (3) of the Medicines Act 1981, I, Bill English, Minister of Health, hereby revoke the notice issued on 14 April 1997, which prohibits the prescribing of benzodiazepines and their derivatives by Dr Osman David Mansoor, medical practitioner of Wellington.

Dear Dr McKean

1. I refer to the request for proposal process commenced in August 1996 by the Southern Regional Health Authority in relation to cardiac surgical services.

2. Acting pursuant to section 25 of the Health and Disability Services Act 1993, I withdraw the direction dated 27 January 1997.

3. Acting pursuant to section 25 of the Health and Disability Services Act 1993, I direct you to:

   (i) Cancel the request for proposal process.

   (ii) Subject to clause 3 (iii) below, enter negotiations with HealthCare Otago Limited and Canterbury Health Limited and conclude a contract to provide a clinically integrated cardiac surgical service over two sites at Dunedin and Christchurch hospitals, fulfilling the recommendations of the Tertiary Services Review.

   (iii) Ensure that such a service meets the clinical specifications identified by the Transitional Health Authority (Southern Regional Health). The service should also meet the requirement that at least 377 procedures per year be provided by the service over a 3 year period for the benchmark price established and budgeted for by the Transitional Health Authority (Southern Regional Health).
