Biosecurity Act 1993

Unwanted Organisms Under Biosecurity Act 1993 (Notice No. 1016)

I, Barry Desmond O’Neil, Chief Technical Officer, pursuant to the Biosecurity Act 1993, hereby declare the following organisms (many of which are identified by the name of the disease the organisms causes) that I believe are capable or potentially capable of causing unwanted harm to any natural resources, to be unwanted organisms for the purposes of the Biosecurity Act 1993:

Relating to plants

All those organisms affecting plants declared to be notifiable in the Biosecurity (Notifiable Organisms) Order 1993 and any subsequent amendments to that Order.

Note: The above list is a compilation of all unwanted organisms as at 19 August 1996. The Chief Technical Officer is currently in the process of reviewing unwanted organisms that relate to animals. That review is expected to be finalised before the end of 1996, and this declaration will then be replaced.

Biosecurity (Declaration of a Controlled Area) Notice—Hydatids

I hereby declare, pursuant to section 131 of the Biosecurity Act 1993, the whole of New Zealand, excluding the whole of Arapawa Island, to be a controlled area (hereinafter referred to as “the controlled area”) to enable the limitation of the spread of true hydatids (Echinococcus granulosus), being an unwanted organism under that Act.

While this declaration is in force, I hereby give notice of the following matters:

(i) All ruminants and pigs to be slaughtered in home killing facilities in the controlled area may only be slaughtered if those facilities are located within a dog-proof enclosure in order to ensure that raw offal is not accessible to dogs.

(ii) Dogs within the controlled area shall not be fed the offal of sheep, cattle, pigs and goats unless that offal is first cooked by boiling for a minimum of 30 minutes.

(iii) Dogs within the controlled area shall not be allowed access to dead livestock.

(iv) Dogs within the controlled area shall not be allowed access to the raw offal of feral ruminants killed in the controlled area.

(v) All landowners within the controlled area are to ensure that the above provisions are complied with.
