6 Funding

The Tuāpapa Putaiao Māori Fellowship Scheme has $300,000 to allocate in 1996/97. This will provide for up to 20 Fellowships in 1996/97.

7 Duration

It is estimated that the scheme will run for at least six years, in order that sufficient numbers of Fellows can complete post-graduate degree programmes.

8 Monitoring

The scheme will be monitored by the Ministry of Research, Science and Technology.

9 Reporting

Information reported annually will include the number of Māori supported by the scheme completing post-graduate degrees, the distribution of post-graduate research across science, technology and engineering disciplines, the demographic distribution of Fellows, and the range of extra-curricular activities undertaken by Fellows.

Social Security Act 1964

Amendment to Ministerial Direction for Advance Payment of Benefits Under Section 5 (2) of the Social Security Act 1964

Pursuant to section 5 (2) of the Social Security Act 1964, I, Peter John Gresham, Minister of Social Welfare, hereby approve the following amendment to the ministerial direction for advance payment of benefits approved by me on 6 October 1995, which are to be read together and deemed part of the ministerial direction with effect on and from 1 July 1996.

Advance Payment of Benefit Amendment

1 Essential Home Repairs

The following provision is to be inserted as clause 7 of the ministerial direction:

"7 Essential Home Repairs

7.1 The Director-General may, subject to the provisions of this direction, make an advance to any beneficiary for the following purposes:

(a) to carry out essential repairs and maintenance to the dwelling on, or to the paths, fences and retaining walls of, the property to which the advance is to be applied; or

(b) to provide essential services such as sewerage, water or electricity connection.

7.2 No advance under clause 7.1 shall be made unless:

(a) the beneficiary provides proof of his or her ownership (or joint ownership) and occupation of the property to which the advance is to be applied; and

(b) the work to be done is essential in order to maintain the property in a reasonable living standard; and

(c) the beneficiary shows proof that he or she has unsuccessfully applied for financial assistance for the purpose from any other agencies that provide assistance to beneficiaries for such purposes.

7.3 An advance under clause 7.1 is generally not to exceed an amount of $1,000, subject to clause 6 of this direction."

International Air Services Licensing Act 1947

Notice of Application for the Renewal of an International Air Service Licence

Pursuant to section 15 of the International Air Services Licensing Act 1947, notice is hereby given that Air Vanuatu (Operations) Limited has applied for the renewal of its International Air Service Licence to operate air services for the carriage of passengers, cargo and mail between Vanuatu and Auckland, from 22 October 1996, and that it is proposed that renewal be granted for a period of 5 years from that date.

Further details of this application and proposal may be obtained from the General Manager, International Relations, Ministry of Transport, P.O. Box 3175, Wellington.

Any person or organisation desiring to make representations relating to this application, must forward those representations in writing to reach me on or before 22 August 1996.
