(c) Insurance pays 2 to 1.

2.4 The following equipment shall also be used in the game of blackjack:

(a)  a dealing shoe capable of holding four to eight decks of cards,
     constructed of wood or plastic, which may be clear or opaque, may
     have a sliding cover, and shall be located on the table to the left of the
     dealer, from which all cards shall be dealt;

(b)  a discard rack constructed of plastic or brass and capable of holding
     four to eight decks of cards, with, at the option of the casino operator,
     a lockable cover, and which shall be attached to the table; and

(c)  a chip tray constructed of metal and with a clear lockable lid, which
     shall be attached to the table and shall house the chips.

2.5 Each blackjack table shall have a drop box attached to it.
