country paying the overseas pension is significantly different to the average cross rate as calculated under clause 2.1, then you shall use as the average cross rate, the cross rate quoted by that bank on that day.
2.4 In clause 2.3, the term “significantly different” means a difference of not less than 25 percent.
- Bank fee for purposes of calculating amount of reduction
For the purposes of the calculation required by clause 4 (b), the term “bank fee” means—
(a) if you know which overseas bank and which New Zealand bank are used by the competent authority of the overseas country to pay its overseas pensions,—
(i) the total in New Zealand currency of any bank fees charged between those banks to pay the overseas pension in New Zealand, if you know that total, or
(ii) in any other case, an amount in New Zealand currency that you set for the time being to compensate for any such bank fees,
(b) if the competent authority of the country paying the overseas pension by cheque, that pensioner by cheque, an amount in New Zealand currency set by you for the time being to compensate for the bank fee for negotiation of the cheque.
- Rate of reduction
Where section 70 (1) of the Act requires a benefit to be reduced,—
(a) each instalment of the benefit shall be reduced, and
(b) the amount by which each instalment is reduced shall be calculated according to the formula—
(a x b) – c
where
a is the amount of the overseas pension, in the currency of the country paying the pension, payable to the overseas pensioner during the instalment period,
b is the average cross rate, as defined in clause 2,
c is the bank fee, as defined in clause 3.
Explanatory Note
This note is not part of the direction but indicates its effect.
This direction, given by the Minister of Social Welfare under section 5 (2) of the Social Security Act 1964, governs the way in which the amount of an overseas benefit, pension, or periodical allowance is calculated for the purposes of reducing the amount of a New Zealand benefit, under section 70 (1) of the Social Security Act. The direction requires the Director-General to calculate the amount using the average exchange rate (“average cross rate”) between the currencies of the overseas country and New Zealand during the preceding month ending on the 15th of that month, unless on the last day for entering the amount in the computer system there is a significant difference of not less than 25% between the average cross rate and the cross rate on that day. The cross rate on that day is used if there is such a difference.

International Air Services Licensing Act 1947
Notice of Application to Amend an International Air Service Licence
Pursuant to sections 14 and 14A of the International Air Services Licensing Act 1947, notice is hereby given that Air New Zealand Limited has applied for amendment of its international air service licence to enable the airline to operate from points in New Zealand optionally via Australia and/or a point in Asia to Shanghai:
(i) with effect from 1 November 1996, one B767 return service per week; and
(ii) with effect from 1 April 1997, up to the equivalent of two B767 return services per week.
This notice replaces that part of the notice of Air New Zealand’s application relating to Shanghai published in the New Zealand Gazette of 14 March 1996.

I, Thomas Edwin Law, Senior Advisory Officer (Harbours Management), pursuant to the Water Recreation Regulations 1979*, and in exercise of powers delegated to me, pursuant to section 257A of the Harbours Act 1950 and section 443 of the Maritime Transport Act 1994, hereby give the following notice:
- (a) This notice may be cited as the Water Recreation (Lindale Tourist Centre) Notice 1996.
(b) This notice shall come into force 14 days after publication in the New Zealand Gazette and shall remain in force until revoked by further notice in the New Zealand Gazette.
- Subject to the conditions set forth in the Second Schedule hereto, regulations 7 (1) (a), 7 (1) (b) and 7 (2) of the Water Recreation Regulations 1979 shall not apply to the area specified in the First Schedule.
