Notice of Publication of Annual Report—Electoral Commission
Pursuant to section 44A of the Public Finance Act 1989, the Electoral Commission hereby gives notice that it has dispatched to the Minister of Justice its annual report for the year ended 30 June 1996 containing its financial statements, audit report and statement of responsibility for the period, and has published the annual report.

Land Transport Act 1993
Notice of Proposed Dangerous Goods Rule
The Land Transport Safety Authority (LTSA), in accordance with section 10 (1) (a) of the Land Transport Act 1993, gives notice that draft Rule 45001 : Land Transport Safety (Dangerous Goods) is available for public comment.
This draft Rule proposes standards and other safety requirements for the transport of dangerous goods on land in New Zealand.
Draft Rule 45001 is available for viewing at the LTSA’s seven Regional Offices and at public libraries countrywide. Copies have been sent to the Registered Interest Groups, who expressed an interest in the preliminary draft.
Submissions on the Dangerous Goods Rule close on 31 January 1997. For more information contact: The Rules Team, Land Transport Safety Authority, P.O. Box 2840, Wellington.

Traffic Regulations 1976
Approval of Safety Helmets for Cyclists in Terms of the Traffic Regulations 1976
Pursuant to regulation 38A (5) of the Traffic Regulations 1976 (“the regulations”) and pursuant to a delegation from the Director of Land Transport Safety, given, pursuant to section 28 of the Land Transport Act 1993, in an instrument of delegation dated the 13th day of May 1996, I, Jennifer Gail McIlroy, Manager Compliance, Safer People and Operators, hereby approve, with effect from 1 January 1997, the following types of safety helmets, as described in the Schedule hereto, as safety helmets of an approved type for the purposes of the regulations.
Schedule
-
Any safety helmet manufactured to AS/NZS 2063: 1996 under a certification mark licence issued by the Standards Association of Australia or the Standards Association of New Zealand and marked or otherwise labelled accordingly; or
-
Any safety helmet manufactured to NZS 5439: 1986 under a certification mark licence issued by the Standards Association of New Zealand and marked or otherwise labelled accordingly; or
-
Any safety helmet manufactured to AS 2063.2 - 1990 under a certification mark licence issued by the Standards Association of Australia and marked or otherwise labelled accordingly; or
-
Any safety helmet manufactured to either Snell B.90 or Snell B.95 standard under a certification mark issued by the Snell Memorial Foundation and marked or otherwise labelled accordingly; or
-
Any safety helmet manufactured to ASTM F1447-1994 under a certification mark issued by the Safety Equipment Institute and marked or otherwise labelled accordingly.

Exemption From Specified Requirements of the Traffic Regulations 1976
Pursuant to regulation 90 (2) of the Traffic Regulations 1976, I, Peter Nicholas Rendall, Senior Vehicle Compliance Officer, hereby exempt the motor vehicle specified in Schedule 1 of this notice from the requirements contained within regulation 78 (1) (a) and (b) of the Traffic Regulations 1976, subject to the conditions specified within Schedule 2 of this notice.
