appropriations for this Scheme will be dependent on the
annual budgetary process of Government. The indicative
funding split amongst the three programmes is as follows:
Programme $ Allocated
Co-operative Research and Technology $7,671,000
Technology Transfer $2,460,000
In-house R & D $491,000
Total $10,622,000
The Foundation will have the discretion to vary this
funding split by 10% plus or minus to any one programme.
Variations (either cumulative or singular) of greater than
10% will require the prior approval of the Minister of
Research, Science and Technology. A substantial part of
the schemes funds may be allocated to programmes
extending over several years. However the Foundation
should not accumulate undue cash reserves against future
allocations. It should assume that overall funding for the
TBG scheme will not be reduced without adequate notice
being given, although no guarantees can be given in this
respect.
Monitoring of the Scheme
Monitoring of the scheme, including the implementation of
this Ministerial instruction by the Foundation for Research,
Science and Technology and the extent to which the
Scheme achieves its stated objectives will be carried out by
the Ministry of Research, Science and Technology.

Adult Adoption Information Act 1985
Appointment of Independent Counsellor
Under section 12 (1) of the Adult Adoption Information
Act 1985, the Minister of Social Welfare has appointed
Raylene Harrison of Alexandra
as an independent counsellor.
This appointment permits the above-named to provide
counselling services to adopted people under sections
3 (2) (a), 5 (2) (a) (ii), 6 (a) (i) and 7 (2) (a) of the Adult
Adoption Information Act 1985. This appointment is
effective from 9 August 1995.

International Air Services Licensing Act 1947
Notice of Intention to Amend an International
Air Service Licence
Pursuant to the International Air Services Licensing Act
1947, the State Sector Act 1988, and a delegation from the
Minister of Transport, I, Judith Olga Stack, Secretary for
Transport, hereby give notice that I intend to exercise the
power conferred by section 14 of the International Air
Services Licensing Act 1947, to amend the terms of the
International Air Service Licence issued to British Airways,
to enable the airline to operate up to five return services per
week between the United Kingdom and New Zealand.
This amendment will take effect from 8 September 1995.

This is a statement of intention to publish rules in the
following CAR Part—
Part 101—Unmanned Aircraft, Gyrogliders and
Parasails—Operating Rules
— pursuant to section 34 (1) (a) of the Civil Aviation Act
1990. The submission time for the proposed part is
indicated in the NPRM and is not less than 60 days.
Copies of the Notice of Proposed Rule Making are
available for viewing at: Aviation House, 1 Market Grove,
