Included is science and technology related to: the physical, chemical, and biological processes and characteristics of the marine waters of New Zealand, and their underlying substrate, flora and fauna; and the atmosphere, climate, the interaction of the atmosphere with the hydrosphere and biosphere. Also included is science and technology related to the amelioration of the impacts of human and other activities on marine environments, the climate and atmosphere.
17. Antarctic Research
Science and technology focused on the physical and biological nature of Antarctica, including the geology, natural ecosystems and climate.
Included is all science and technology physically carried out in Antarctica, including social research.

Appendix V—Output Research Strategies and Strategic Statements for Cross Output Themes
1 Research Strategies
The Foundation is required to develop strategies to guide the allocation of funding within each of the 17 outputs. Each strategy should identify:
1.1 The indicative funding levels applying to broad research topics within each output, where the Foundation considers specification of such topics to be appropriate.
1.2 Funding trajectories for the output as a whole and for any identified topics over the five-year period beginning in 1996/97 which will enable the five-year funding target for the output to be smoothly achieved.
1.3 Important infrastructural resources which are to be maintained or enhanced, such as databases and collections, and the funding implications of this.
1.4 The relevance and significance of work in the output to cross-output themes (see Appendix IV).
The Foundation is to develop research strategies in consultation with science providers and science users. The methodology used to determine the appropriate balance of funding between topic areas within outputs should, where appropriate, include consideration of the key factors set out in the Government’s Strategic Statement of December 1994 (see Appendix I).
A complete set of initial research strategies is to be completed by no later than 30 September 1995.
Output funding targets may be adjusted in future years to reflect changes in total funding for Public Good Science and Technology.
Research strategies may need to be modified subsequent to initial publication, either on the initiative of the Foundation or in response to amendments to this priority statement by the Minister. Such amendments will not necessarily be restricted to changes in output funding targets. As and when such changes are announced by the Minister, the Foundation shall, no more than 6 months after the date of the announcement but otherwise as soon as is practicable, modify, advise to the Minister, and then publish, revised research strategies for those outputs affected. Revised strategies must be formally advised to the Minister, published and promulgated in the same manner as newly-developed research strategies. The provisions for monitoring set out in the last paragraph of this Appendix V shall also apply to all revised strategies.
2 Incorporation of Priorities within Output Research Strategies
Because the output framework has been aggregated into only 17 outputs there is now an increased need to consider whether priorities should be stipulated within outputs, with this applying on a case-by-case basis. The following instructions are to apply on an interim basis. An amendment to the priority statement may be issued prior to the publication of final research strategies by the Foundation, which extends these instructions.
