Dumping and Countervailing Duties Act 1988
Preliminary Determination: Leather Jackets and Coats from Pakistan
Pursuant to section 12 (1) of the Dumping and Countervailing Duties Act 1988 and section 21 of the Dumping and Countervailing Duties Amendment Act 1994, I hereby give notice that I have made a preliminary determination on the basis of the information made available to date during the investigation, that there is reasonable cause to believe that leather jackets and coats of a kind specified in the Schedule to this notice, and imported or intended to be imported into New Zealand, are goods in respect of which I may direct the imposition of an anti-dumping duty in accordance with section 14 of the Dumping and Countervailing Duties Act 1988.

Pakistan.
Description of Goods
Men’s and women’s full and half length jackets and coats made of leather or composition leather made from bovine leather (including buffalo leather) or pig skin leather, EXCLUDING:
(1) leather protective suits for motor cycle racing, with rigid plastic protective inserts fitted for elbow, shoulders and knees; and
(2) split-hide protective equestrian clothing, viz., leggings, chaps and chapettes.
The goods are currently classified under Tariff Items and Statistical Keys 4203.10.11.00F and 4203.10.19.00G of the Tariff of New Zealand. The Tariff Items and Statistical Keys are provided for convenience and Customs purposes only, the written description being dispositive.

Explanatory Note
This note is not part of the notice, but is intended to indicate its general effect.
The effect of this notice is to continue for up to a further 90 days the investigation into the dumping of leather jackets and coats from Pakistan, so a final determination can be made. Provisional duties have not been imposed.
