Dumping and Countervailing Duties Act 1988
Initiation of Dumping Investigation: Leather Jackets and Coats from Pakistan
Notice is hereby given that I, Alexander Hugh McPhail, Manager, Trade Remedies Group, Ministry of Commerce, acting pursuant to section 10 (1) of the Dumping and Countervailing Duties Act 1988, and under delegated authority from the Secretary of Commerce, have initiated an investigation to determine both the existence and effect of the alleged dumping of the goods described and from the country of origin specified in the Schedule to this notice, being satisfied that sufficient evidence has been provided that:
(a) The goods imported or intended to be imported into New Zealand are being dumped; and
(b) By reason thereof material injury to an industry has been or is being caused, or is threatened.

Pakistan.
Description of Goods
Men’s and women’s full and half length jackets and coats made of leather or composition leather made from bovine leather (including buffalo leather) or pig skin leather, EXCLUDING:
(1) leather protective suits for motor cycle racing, with rigid plastic protective inserts fitted for elbow, shoulders and knees; and
(2) splithide protective equestrian clothing, viz leggings, chaps and chapettes.
The goods are currently classified under Tariff Items and Statistical Keys 4203.10.11.00F and 4203.10.19.00G of the Tariff of New Zealand, which classification is provided for convenience and Customs purposes only, the written description being dispositive.

Invitation for Submissions
Interested parties are invited to make submissions on the alleged dumping and injury to the Trade Remedies Group, Ministry of Commerce, P.O. Box 1473, Wellington.
Final Determination: Aluminium Foil Rolls From Indonesia
Pursuant to section 13 of the Dumping and Countervailing Duties Act 1988 (hereinafter referred to as “the Act”), I, Philip Burdon, Minister of Commerce, hereby give notice that I have made a final determination that the goods specified in the Schedule to this notice, and imported or intended to be imported into New Zealand, are not goods in respect of which I may direct the imposition of an anti-dumping duty in accordance with section 14 of the Act.
The brief reasons for this determination are that the impact of the dumped imports upon the New Zealand industry does not amount to material injury or threat thereof in terms of the Act.

Description of Goods
Aluminium foil in rolls, of a size not exceeding 20 microns in thickness, 600 mm in width and 25 metres in length, packaged for retail sale, but excluding:
— foil backed with paper, paperboard, plastics or similar backing materials; and
— foil lacquered or printed.

This is to advise that the products currently subject to anti-dumping action are as follows:
- Hog Bristle Paint Brushes from China.
- Refined Sugar from Belgium, Denmark, Germany, Malaysia, the Netherlands and Thailand.
- Plasterboard from Thailand.
- Lead Acid Batteries from Indonesia, Korea, Malaysia, the Philippines, Singapore and Taiwan.
- Certain Non-leather Women’s Footwear from China.
- Certain Men’s Footwear from China, Indonesia, Korea, Taiwan and Thailand.
- Automotive Oil Filters from the United States of America.
