Transport (Vehicle Standards) Regulations 1990

Approval of Alternative Vehicle Standards

Pursuant to regulation 6 of the Transport (Vehicle Standards) Regulations 1990, and in exercise of powers delegated to me pursuant to section 41 (1) of the State Sector Act 1988, I, Peter William Bowen, Senior Automotive Engineer, hereby prescribe the Low Volume Vehicle Code 1993, St. 140193 as an alternative standard for all those items specified in the Second Schedule to the said regulations in respect of Low Volume Vehicles as defined in the said Code. The Low Volume Vehicle Code 1992 St. 121291 is hereby revoked.

Approval of Course in Map Reading

Pursuant to section 48 (2) (a) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986, and pursuant to a delegation given by the Secretary for Transport in an instrument dated the 16th day of November 1992, I, Warren Richard Gillespie Simeon, Manager, Road User Standards, hereby approve the following organisation to conduct course in map reading for the purposes of regulation 11 (1) (c) of the Transport (Drivers Licensing) Regulations 1987:

Broadcasting Standards Authority Decisions No: 84/92, 85/92, 86/92, 87/92, 88/92, 89/92, 90/92, 91/92, 92/92, 93/92, 94/92, 95/92, 96/92, 97/92, 98/92, 99/92, 100/92, 101/92, 102/92, 103/92, 104/92 and Interlocutory Decision No: 3/92

Pursuant to section 15 of the Broadcasting Act 1989, notice is hereby given that the Broadcasting Standards Authority has made the following decisions on complaints referred to it for investigation and review:

(i) In decision 84/92, the authority upheld a complaint from Mr Bob Atkinson of Nelson that the broadcast by TV3 Network Services Limited of Rowan Atkinson on Location on 17 May 1992 breached the responsibility placed on broadcasters to maintain standards of good taste and decency.

(ii) In decision 85/92, the authority upheld a complaint from the National Collective of Independent Women’s Refuges Inc. that the broadcast by Television New Zealand Limited of an item on Te Karere on 17 December 1991 breached the responsibility placed on broadcasters to give reasonable opportunities to present significant points of view when controversial issues are discussed. The authority ordered Television New Zealand Limited to broadcast a brief summary of the decision before 19 November 1992.

(iii) In decision 86/92, the authority declined to uphold a complaint from Elizabeth and Grant Paton-Simpson of Auckland that the broadcasts by Television New Zealand Limited of the programme Bikini Jam: Uncovering the Cover Girl on 20 May 1992, and promotional material for the programme broadcast on 18 May 1992, breached the responsibility placed on broadcasters not to encourage the denigration of, or discrimination against, a section of the community on account of sex.

(iv) In decision 87/92, the authority declined to uphold a complaint from the Group Opposed to Advertising of Liquor of Hamilton that the broadcast by Television New Zealand Limited of the draw of the “Steinlager Finest Tries” competition on 4 July 1992 breached the responsibilities placed on broadcasters about the placement and content of liquor advertisements.

(v) In decision 88/92, the authority declined to determine a complaint from Health Action of Nelson that Television New Zealand Limited’s reasoning when not upholding the complaint about the broadcast of the “Steinlager Finest Tries” competition on 23 May 1992 was erroneous.
