Officer in the Ashburton District Council Authorised to Take Statutory Declarations

Pursuant to section 9 of the Oaths and Declarations Act 1957, I hereby authorise the holder for the time being of the office in the service of the local authority specified in the Schedule below to take statutory declarations under the said Act.

Traffic Regulations 1976

Alternative to Lap Belts in Rear Seats

Pursuant to regulation 90 (1) of the Traffic Regulations 1976, and in exercise of powers delegated to me pursuant to section 41 (1) of the State Sector Act 1988, I, Hugh Cameron Matheson, Senior Automotive Engineer, hereby exempt any vehicle from the requirements of regulation 78A (c) of the said regulations relating to the fitting of 2-point lap seat belts for the use of passengers occupying sitting positions to the rear of the driver, in respect of any sitting position which has a 3-point lap and diagonal seat belt of an approved type fitted for the use of the occupant.

Alternative to Lap Belts in Rear Seats

Pursuant to regulation 36 of the Transport (Vehicle Standards) Regulations 1990, and in exercise of powers delegated to me by section 41 (1) of the State Sector Act 1988, I, Hugh Cameron Matheson, Senior Automotive Engineer, hereby exempt any vehicle from the requirements of regulation 29 (1) (c) of the said regulations relating to the fitting of 2-point lap seat belts for the use of passengers occupying sitting positions to the rear of the driver, in respect of any sitting position which has a 3-point lap and diagonal seat belt which complies with the appropriate vehicle standards fitted for the use of the occupant.

Pursuant to section 7 (1) of the Conservation Act 1987, the Minister of Conservation and the Minister of Lands, being the Minister responsible for the Department of State that has control of the land described in the Schedule hereto, jointly declare that the land is held for conservation purposes.
