Summary of Bills Introduced
Social Welfare Reform (No. 3)
Amends various provisions relating to social welfare as follows:
Part I amends the Social Security Act 1964, including provisions for an accommodation supplement, a tenure protection allowance and increases in penalties for benefit fraud. It also includes a regulation making power to provide for the assessment of financial means of people requiring disability services.
Part II amends the Social Welfare (Transitional Provisions) Act 1990, including provision under which a married person may elect to receive an alternative (income-tested) rate of national superannuation or veteran’s pension in respect of a non-qualified spouse. Other provisions relate to the payment of such pensions to a person living in the Cook Islands, Niue, or Tokelau.
Part III amends section 18 of the Privacy Commissioner Act 1991 relating to information matching programmes.
Part IV confirms the Social Security (Rent Rebate) Order 1992 and the Social Security (Rates of Benefits and Allowances) Order 1993.
Part V confirms the War Pensions (Rates of Pensions and Allowances) Order 1993.
Primary Products Marketing (Regulations Confirmation)
Confirms two sets of regulations made under the Primary Products Marketing Act 1953. That Act provides that regulations made under it lapse after a time unless validated or confirmed by Act of Parliament.
Both sets of regulations relate to the kiwifruit industry.

Animals Act 1967
Movement Control Notice Issued Under Section 13A Animals Act (Notice No. 5232)
For the purpose of controlling the movement of all bivalve molluscs which may be harbouring a harmful organism, pursuant to section 13A of the Animals Act 1967, I hereby prohibit all movement of bivalve molluscs, for the purpose of relaying into other waters, from the Movement Control Areas described in the Schedule hereto for a period of 30 days from the day this notice comes into effect.
This notice shall come into effect on the date of publication in the Gazette.
Schedule
The Movement Control Areas are:
- North Island
All that area of land and water bounded:
(a) By the outer limit of the territorial sea as defined by section 3 of the Territorial Sea and Exclusive Economic Zone Act 1977 heading in a northerly direction from a point on the territorial sea at 40° 56.4’S and 174° 35.4’E around the coast of the North Island to a point on the territorial sea at 41° 27.6’S and 174°26.0’E; and
(b) By a straight line from 41° 27.6’S and 174° 26.0’E in a northerly direction to the point of commencement at a point 40° 56.4’S and 174° 35.4’E.
- Chatham Islands
All that area of land and water bounded by the outer limit of the territorial sea as defined by section 3 of the Territorial Sea
