Pursuant to section 48 (2) (a) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986, and under powers delegated to me by the Secretary for Transport in an instrument of delegation dated the 16th day of November 1992, I, Warren Richard Gillespie Simeon, Manager, Road User Standards, hereby approve the following organisations for the purposes of section 68 of the Transport Act 1962 and regulations 11 (1) (b) (i) and 32 (2) of the Transport (Drivers Licensing) Regulations 1987:

Nayland Driving School Defensive Driving Course, Christchurch.

Broadcasting Standards Authority

Broadcasting Act 1989

Decision No: 1/93, 2/93, 3/93, 4/93, 5/93, 6/93, 7/93, 8/93 and 9/93

Pursuant to section 15 of the Broadcasting Act 1989, notice is hereby given that the Broadcasting Standards Authority has made the following decisions on complaints referred to it for investigation and review:

(i) In decision 1/93, the authority declined to uphold a complaint from Mr Kerry Sharp of Palmerston North that the broadcast by Television New Zealand Limited of the film In Bed With Madonna on 25 September 1992 breached the responsibility placed on broadcasters to maintain standards of good taste and decency.

(ii) In decision 2/93, the authority declined to uphold a complaint from Mr Roger Helm of Christchurch that the broadcast by Television New Zealand Limited of an item on One Network News on 6 August 1992 breached the responsibility placed on broadcasters to be truthful and accurate on points of fact, to deal justly and fairly with people referred to in a programme, to show balance, impartiality and fairness in dealing with controversial issues and to present news accurately, objectively and impartially.

(iii) In decision 3/93, the authority declined to uphold a complaint from Ms Jenny Ritchie of Hamilton that the broadcast by TV3 Network Services Limited of the programme The Raiston Group on 2 September 1992 breached the responsibilities placed on broadcasters to give reasonable opportunities to present significant points of view when controversial issues are discussed, to deal justly and fairly with people referred to in a programme and to avoid portraying people in a way which is likely to encourage denigration on account of race.

(iv) In decision 4/93, the authority declined to uphold a complaint from Monsignor F. D. O’Dea of Dunedin that the broadcast by TV3 Network Services Limited of an item on Nightline on 2 September 1992 breached the responsibility placed on broadcasters not to encourage the denigration of, or discrimination against, a section of the community on account of religion.

(v) In decision 5/93, the authority declined to uphold a complaint from Mr A. G. Georgeon of Auckland that the broadcast by Television New Zealand Limited of an item on Holmes on 4 September 1992 breached the responsibility placed on broadcasters to maintain standards of good taste and decency and not to encourage the denigration of, or discrimination against, the community on account of their sex.

(vi) In decision 6/93, the authority declined to uphold a complaint from Mr J. B. Bertram of Nelson that the broadcast by Television New Zealand Limited of an item on One Network News on 5 October 1992 breached the responsibility placed on broadcasters to maintain standards of good taste and decency.

(vii) In decision 7/93, the authority declined to uphold a complaint from Mr Kristian Harang of Auckland that the broadcast by Television New Zealand Limited of an item on Holmes on 24 September 1992 breached the responsibility placed on broadcasters to maintain standards of good taste and decency and not to encourage the denigration of, or discrimination against, a section of the community on account of their sex.

(viii) In decision 8/93, the authority upheld a complaint from the Group Opposed to Advertising of Liquor of Hamilton that the broadcast by Canterbury Television Limited of the programme DB Sport on 7 September 1992 breached the responsibility placed on broadcasters that the saturation of liquor advertising must be avoided.

(ix) In decision 9/93, the authority declined to uphold a complaint from Mr Kerry Sharp of Palmerston North that the broadcast by TV3 Network Services Limited of an item on 3 National News on 18 October 1992 breached the responsibility placed on broadcasters to show balance, impartiality, and fairness in dealing with controversial issues.
